Mr. Crow informed Mr. Walker that he would like to receive the information he had requested during <br />th <br />the May 27 Study Session regarding the Economic Development Sales Tax and the Collaborative <br />prior to voting on the budget. He stated that he would also like to be provided with any updates on <br />work that is scheduled to be performed on Forsyth Avenue by either University City or the City of <br />Clayton. <br /> Mr. Crow stated that this is one of those times when he would have to agree with Ms. Jensen; it is <br />time for Council to get past this foolishness, and all Council has to do is take the vote. He then <br />thanked Ms. Dickey for giving a voice to the fact that all the proponents of these resolutions want is a <br />fair meeting and an opportunity to be heard. He stated that the resolution to reprimand Mr. Kraft still <br />exists and he finds it difficult for anyone sitting on this dais who is responsible for the decorum to chide <br />someone else for their decorum, but is then unwilling to take a vote of reprimand for a member who <br />explicitly used profanity. <br /> Mr. Crow stated that if this body chooses not to honor the institution, set the standards and apply <br />them consistently, and then in his mind it becomes very difficult for its members to respect the rules <br />that are then laid out. Fairness, consistency and having a voice, is not too much to ask from anyone <br /> <br />Mr. Glickert thanked Ms. Dickey for her comments, which he found to be informative, educational and <br />something that hopeful this Council will begin to work on. He then asked Mr. Walker if he would send <br />a note of appreciation and congratulations to the departments that put together the netting and poles <br />up at Ruth Park. He stated that it in his opinion it was fabulous undertaking that will enhance the Ruth <br />Park experience. <br /> <br />Mayor Welsch stated that with respect to the comments made about consistency, she would like to <br />point out that she reprimanded Councilmember Byron Price in October of 2010 however he was not <br />censured by Council until February of 2011. She stated that Council gave Mr. Price three and a half <br />months to respond to the reprimand. And three and a half months later when a majority of the <br />members believed that he had not done so, they made the decision to censure him. Mayor Welsch <br />stated that if any of the members of Council who have put these resolutions on the agenda would <br />have taken the time to talk to any of their colleagues they would have understand their concerns. She <br />stated Councilmember Kraft had received a warning from her and fully understands her position about <br />this issue.
