In ~aa~tic~ to the <br />Mayor, the following members of the Council were present: <br /> <br />Mr. Byrc~ R. Price <br />Mr. ~bertG. WagBr <br />Mrs. Mary V. Sd~m~n <br /> <br />Mrs. Betty L. <br /> <br />,Mrs. ~xiu~e~n arrived at 7:45 p.m. and Mr. Schorm~-~ arrived at 7:46 p.m. <br /> <br />Absent: Counc~ Joseph L. ~a~ms, Jr., who was exEused. <br /> <br />Also present were City Manager Frank Ollendorff, Finance Director Willie Nor- <br />fleet, and Assistant to the City Manager Kimberley <br /> <br />The public was invited to attend the meetin~ as _c~_rvers. ~he 1993-94 City <br />budget was the c~ly su~ect d/scussed. <br /> <br />Mr. Ollerr]orff called atter~icel to a memo sent to Council ~ahich listed items <br />that might be cc~sin~red in at~t/rr3 to reduce a deficit of $122,000 in the <br />1993-94 b~r]get. Prior to discussing the it-m~, be said Council should decide <br />what to de about University City Residential Service CG~S), which is funded <br />for 1993-94 at the same level as this year ($46,500); however, they are ask- <br />ing for $48,825 in order to give their ~loyees a 3% raise. <br /> <br />The three major deficit reductio~ alternatives in the ~Mmo are: 1) a pauper- <br />ty tax inu~ase of S ce~ts (or 5 cerfcs with no contingency); 2) reductic~s-- <br />par~m~dic poeitic~ ($33,000), tree tri~ng ($2,000), police/fire conferences <br />($4,000), w~tering device ($1,000); and 3) p~k~me~nts (~ y~ maximre)- <br />fire equi[m~nt reserve ($60,000), sidewalk/curb re~airs ($60,000), firefight- <br />ing equi[m~_nt ($8,600), furniture/office equi~m~_nt ($10,000). Mr. Ollendorff <br />felt a pA~Farty tax in~-~uase was not a desirable alternative bec~_ause the City <br />should be getting ~ed sales taxes in Jamm~-y, and the SUpAc~e Court may <br />approve the local use tax. Also, future bond issues would re~.m{re a p~uperty <br /> <br />nating a par-~nedic position, hut the other three it~ might be considered. <br /> <br />now to pay for next year's reeds b~t ~,~t be A~paid within a year so rao~ey is <br />available to buy a fire truck when neoessary. The ,~amm is true for sidewalk <br />and curb repa{rs--if scram_ are postponed, more will have to be done later at <br />prubahly a higher cost. ~he firefighting equirm~nt is for replaceuent so <br />perhaps the old equi[ment oould be used for another year.
