T~umbly said she would look into it. Mr. Sdx~eer said U(~S has contrib-
uted a great nl~l to the City over the years, and especially now to the Loop
Iandlords Association, which ha~ worked so hard to k~T the Incp a viable
place to live. There was a~-~mssic~ as to how U(~S could r~-~e more funds c~

they would c~dnue to ask for irEr~-ee every year eve though not an offi-
cial City ~a~ment. Mrs. ~ suggested they might be able to cut beck
c~ their advertising. Mrs. Sdmm~n felt that U(~S now realizes the Council

of cutting beck. She agreea___ they should be gran~a the ~a~ti~l $1,200 in-
s~d of their original request. Mr. Price said since UC~S --.-jloyees do not
work for the City, be saw no justificatic~ that they should ea~M~t the same
incr~R-ce as city ~loyeee. ~le Mayor ~d not f~] they eu~3ected it, but the
Board want~ to give a 3% ra~e. Mr. Sd~ocmer said U(~S ~loyees were in no
way asking for parity with city ~m~loyees, noting they bad no reti~uLent ben-
efits, health insurance, etc. Mr. Price felt that if the extra $1,200 is
granted, Council should specify how it should be spent. Several ccuncilmem~
bers dlsa~ed. The final a~nisic~ was to ~nnt UC~S an ~4a~tional $1,200.

~he City Manager said Council must still ~a~c~-ide by the end of the fiscal year
what the pk~perty tax rats for the police and fi~e reti~M~erfc fund should be.

Mr. 011endorff said Ma. T~m~ly has made chlrts showing all the it~m~ on tba
five year capital improve list, and Cc%mcil needs to discuss and decide
if their priorities for these items ("A" is urgent, "B" should be dor~ in
five y~s, and "C" is desirable but not essential) are the same as those

possible funding sources (building/pko[~rty {~p. ruv~m~nt account, bond is~ae,
l~.~e pu~d~lse, ~z~nt, fees, a ..... mity Devel~-.~nt, gener-41 fund). Respc~ld-
ing to Mr. Price, Mr. 011errbrff said there will have to be bond issues at

ing the River Des Peres channel w~s di~,~~a, with Mr. 011endorff noting the
City's share would be $1,000,000 which could c~ly ~ about throug~ a bond
issue; however, it also ~n%~ends c~ f~nl~al and M~D fur~ng, which means it
will be at least three years before it gets una~ way.

Discussion followed, and Council was in general agre~nt with the priorities
assigned to each item. There was also discussion about types of funding,
with Mr. 011endorff suggesting Council, thr~ its public ccrfcacts, might
have a better feel for which items would be best to put on a bo~d issue. H~
also noted that for itens suc~ as street and alley construction, using more
than c~e type of funa~ng could work cut best. Ms. T~mbly said a bond issue
to catch up on ~ street work would be $1.1 million and would be combined
with s~nding $150,000 a year in the street cc~trachm] account to keep the
City current. Resporaing to Mrs. Scbuman, Mr. Ollendorff said O~..,-~nity De-
velc~a~ent funds are used wherever possible (in eligible ar~) for street
work, however, the rest of the funds allocated for street work are used wbar-

ty Develu~ent money.
