<br /> <br />Roll Call vote: <br />AYES: Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor Welsch <br />NAYS: Ms. Carr, Mr. Crow and Mr. Price <br /> <br />Resolution 2014 – 10 was removed. <br /> <br />2. <br />Resolution 2014 – 11 Public safety, Council instructs City Manager not to lessen any of the <br />qualifications of any first responder nor expend any funds to another political subdivision or <br />private company unless first responders are dual certified as EMT-Paramedics. <br /> <br />Mr. Glickert moved to introduce, seconded by Mr. Price <br /> <br />Mr. Glickert stated that this resolution was vague; this resolution requires a restriction on <br />which firefighters can participate fighting a fire or assisting in EMS situation. He noted a fire <br />on Olive Street Road many years ago which there were over six hook-and-ladder trucks <br />present – now, would the City stop other districts from assisting? Mr. Glickert said the last <br />thing he would want in a three-alarm fire is to have a check point to see if firefighters are <br />certified. <br /> <br />Mr. Glickert moved to postpone indefinitely Resolution 2014 -11, seconded by Mr. Kraft. <br /> <br />Mr. Crow said the reason for this resolution was in response made by the City’s fire chief at <br />the last Council meeting, when outreach to additional municipalities under Memorandum of <br />Understanding, to make sure that firemen being replaced are of the same certification for <br />public safety. <br /> <br />Ms. Carr stated the rush to postpone indefinitely was because they did not want to take the <br />vote. This motion is the same as voting no. She said this resolution was to make sure that <br />we have a level of qualified staffing to handle the ambulance calls received. Ms. Carr noted <br />that by passing the City budget was what Council approved for qualifications needed for the <br />position. She stated to Mr. McCarthy that she was not up for election this time and a 22 vote <br />difference did not negate her nearly 12 percent election win. Ms. Carr noted she will not be <br />marginalized because a few people were elected this time. She stated that Mr. McCarthy <br />cannot tell her that she cannot do the job she was elected to do. <br /> <br />Mayor Welsch called for a vote on the motion to postpone indefinitely Resolution 2014 – 11, <br />Roll Call vote: <br />AYES: Mr. Kraft, Mr. Glickert Mr. Sharpe and Mayor Welsch <br />NAYS: Mr. Crow, Mr. Price and Dr. Carr <br />Ms. Carr noted that it is Dr. Carr. <br /> <br />Resolution 2014 – 11 was removed. <br /> <br />3. <br />Resolution 2014 – 12 City Council agrees to retain an independent counsel to investigate and <br />determine if City Manager’s action in writing column in City’s newsletter was a violation of City <br />Charter and/or Missouri law. <br /> <br />Dr. Carr moved to introduce, seconded by Mr. Price <br /> <br />Mr. Price spoke on the lack of a forum at the last municipal election. He then noted that <br />Council had to make sure that a newsletter or any tax-payers money cannot be used to <br />promote a certain slate of candidates. He stated the purpose of this resolution was to prevent <br />this from happening so what comes out from the City is from the City and not editorialized <br />information. Mr. Price said the old newsletters were so much better as it was just information <br />as people were able to say what they wanted to say. <br />11 <br /> <br /> <br />
