MEETING OF THE CITY COUNCIL CITY HALL, Fifth Floor 6801 Delmar Blvd. City of University City, Missouri 63130 May 27, 2014 6:30 p.m. A. MEETING CALLED TO ORDER At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on Tuesday, May 27, 2014, Mayor Shelley Welsch called the meeting to order at 6:30 p.m. B. ROLL CALL In addition to the Mayor the following members of the Council were present: Mr. Rod Jennings Dr. Paulette Carr Mr. Stephen Kraft Mr. Terry Crow Mr. Michael Glickert Mr. Arthur Sharpe, Jr. Also in attendance was the City Manager Lehman Walker. C. APPROVAL OF AGENDA Mr. Glickert made a motion to amend the agenda by removing Resolutions 2014-12, 13, 16, 17, 18 and 19, seconded by Mr. Sharpe. Mr. Glickert also requested that Caryn St. Clair be added for appointment to the Washington University Advisory Board. Mr. Jennings requested that Item K-1 under the City Manager’s Report regarding Wastequip be removed from the agenda. City Manager Lehman Walker requested that Bill 9229 for the traffic code and the budget public hearing be removed from the agenda. He stated that the public hearing has been rescheduled to June 9, 2014. Mr. Sharpe moved to approve the agenda as amended, seconded by Mr. Glickert. Dr. Carr stated that in her many years of serving on Council she has never seen another Councilmember ask that an item being introduced by another Councilmember be removed. Therefore she would like to ask Mr. Glickert for the basis of his request to remove the resolutions that he asked to be continued to this meeting from the agenda? Mr. Glickert stated that the motion is on the floor and he has nothing more to say. Mr. Crow concurred with the statement of Dr. Carr and stated that he is sure that members of the audience will find it ironic that resolutions as important as these that were introduced last week, postponed until today, and then one hour ago he and Dr. Carr were told by what seems to be a relatively clear majority of Council that the agenda would be amended to take them off of tonight’s meeting. He stated that this was an effort to squelch dissent. Mr. Crow stated that during his term on Council every one of his colleagues who have served as long as he has, have each taken a turn in the minority. He could not recall when any council member has ever done anything like this to each other, particularly on issues that have brought such negative attention to this City and needed to be addressed.
