6. Is the behavior worthy of the people who elected the individual? <br />7. Does the action respect others with a differing point of view? <br /> Mr. Crow stated that there has been a pretty clear pattern of conduct here and according to the <br />citizens, you either condemn or you condone. He stated that tonight his belief is that his colleagues <br />have made their voices known. <br /> Mr. Crow stated that when you look at Mr. Kraft’s standards, which are pretty explicit, you might <br />want to ask yourself these questions: <br />1. Is this an action that breaks the rules? <br />2. Is this an action that discredits the body? <br />3. Is this an action counter to a democratically elected body? <br />4. Is this an action that is threatening? <br />5. Is this an action that is designed to intimidate? <br />6. Is this an action that is bullying? <br /> Mr. Crow stated that now that everyone has either heard or read the apology, and some may <br />have even seen the Mayor’s letter, it might be interesting to hear what happened today. He stated <br />that when he picked up his daughter at school a teacher, who is also a parent, came up to him and <br />said, “You are going to have lots of excitement tonight. I just want you to know that as a teacher if I <br />did what he did I would be fired. If I was sitting in a restaurant and a waiter came up to me and said <br />what he said, that waiter would be fired.” Mr. Crow stated that at the end of the day, what everyone <br />has witnessed are actions that have been all about political expediency and loyalty, rather than <br />principles, doing what’s right and taking responsibility for this Council’s action. Mr. Crow said that <br />the actions taken tonight were hypocritical would be an understatement. <br /> <br />Dr. Carr asked if we would even be here this evening if a citizen had not made that video of <br />Councilmember Kraft explicitly directing profanity at a citizen from the dais. This has been a pattern <br />of behavior, and Council, has an obligation to our citizens to set the standards for our behavior and <br />decorum. Dr. Carr stated that in fact, Council set those standards in 2011 when they censured <br />Byron Price. The precedent has been established and must be applied equally to all, not just to <br />those you favor. She stated that this act of directing profanity towards a citizen while on the dais is <br />unfortunately, not a one time loss of control, but a pattern of behavior which is followed by a denial <br />that the behaviors observed took place. Often followed by the statement “You have no proof”. Dr. <br />Carr stated that this has also been the consistent failure of the Mayor’s leadership to address these <br />behaviors from this Councilmember over time. She asked if an apology should be enough. Was <br />Councilmember Kraft sorry because he regrets calling a citizen a profane name or because he was <br />caught doing so? Dr. Carr stated that citizens have flooded her phone and email account with <br />requests to reprimand this Councilmember for his behavior. She stated that if you listen to the <br />statements that were made in 2011 you know that Councilmember Kraft felt that you must take <br />action when actions break the rules or discredits the Body. Dr. Carr stated that she is befuddled that <br />her colleagues would again seek to silence the minority voices; those voices of dissent. She asked if <br />this was democracy. <br /> Dr. Carr stated that there is no Councilmember who has ever sat on this dais who has been under <br />greater personal attack than her. During those times she has made eye-to–eye contact with <br />speakers and given them their due, with the understanding that they may see things a little bit <br />differently than she does. She stated that last week a citizen got up to talk about her dissatisfaction <br />with her. Dr. Carr stated that she is a veteran at this, but what grabbed Ms. Norton’s attention was <br />that this particular person, Ms. Beth Norton, said that she had come to her porch, talked with her, <br />and that she had voted for me; thereby qualifying her disappointment. She stated that this meant <br />something to her, because if she goes to talk to someone and made promises to them, and they <br />voted for her, then they have a special place in terms of challenging her actions. Dr. Carr stated that <br />she went home to look at her walk list and Ms. Norton was not listed, because she had not met the <br />qualifications of voting often enough. So she thought that perhaps she had just walked up to her <br />house and talked to her, but that is something that she also usually notes. Dr. Carr stated that she <br />even looked at her mailing list to see if she had sent Ms. Norton some materials, but she was not on <br />that list either. She stated that Ms. Norton did not vote for her. Ms. Norton did not vote for her, the <br />county records show. The records also revealed that Ms. Norton was an endorser of both Mayor <br />Welsch and Councilmember Glickert. Subsequently she was informed that Ms. Norton had even <br />worked for Mr. Glickert. Dr. Carr stated that she thinks there is something that is happening in this <br /> <br />
