<br /> <br />Resolution No. 2014 - 1 <br /> <br />A RESOLUTION ADOPTING THE UPDATED REVISED DRAFT PARKVIEW GARDENS <br />NEIGHBORHOOD SUSTAINABLE DEVELOPMENT PLAN AS A SUPPLEMENT TO THE <br />2005 COMPREHENSIVE PLAN UPDATE <br /> <br /> <br /> <br />WHEREAS <br />, the City of University City was one of the 14 recipients in the country for a combination of <br />U.S. Department of Housing and Urban Development (HUD) Sustainable Community Challenge <br />Planning Grant / U.S. Department of Transportation (DOT) Transportation Investment Generating <br />Economic Recovery (TIGER) II Planning Grant for the creation of a Neighborhood Sustainable <br />Development Plan for the Parkview Gardens Neighborhood area; and <br /> <br />WHEREAS <br />, a planning process that engaged many residents, business and property owners, elected <br />officials, City staff, and other stakeholders including the Parkview Planning Partners Advisory <br />Committee began in early 2011; and <br /> <br />WHEREAS <br />, numerous well-publicized opportunities for public participation and input have since been <br />provided, including those public meetings scheduled by the Plan Commission; and <br /> <br />WHEREAS <br />, earlier draft versions of this long-range plan were subsequently revised and further <br />refined in accordance with the Plan Commission; and <br /> <br />WHEREAS <br />, the updated Revised Draft Parkview Gardens Neighborhood Sustainable Development <br />Plan was considered by the Plan Commission of the City of University City in accordance with the <br />University City Charter, Section 62 which states that “…The plan commission shall have the authority <br />to prepare and submit to the council for its approval a master plan for the physical development of the <br />city, including the general location, character and extent of streets, bridges, parks, waterways, and <br />other public ways, grounds and spaces, together with the general location of public buildings and <br />other public property, public utilities, and the extent and location of any public housing or slum <br />clearance projects, and shall recommend such modifications of said plan, from time to time, as it <br />deems in the city's interest..” ; and <br /> <br />WHEREAS <br />, on December 23, 2013, taking into consideration of all verbal and written public <br />comments received, the Plan Commission approved a resolution endorsing the updated Revised Draft <br />Parkview Gardens Neighborhood Sustainable Development Plan and recommending to the City <br />Council that said Plan be adopted as a supplement to the Comprehensive Plan Update of 2005; as <br />well as agreeing to consider for incorporation the said Plan into the development of the next <br />Comprehensive Plan Update; and <br /> <br />WHEREAS <br />, the City Council held a widely-publicized, official Public Hearing regarding the said Plan <br />on January 13, 2014 and considered the public comments expressed at the Hearing; and <br /> <br />WHEREAS <br />, the City Council has reviewed the said plan document and considered the resolution with <br />recommendation presented by the Plan Commission; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br />that the updated Revised Draft Parkview Gardens <br />Neighborhood Sustainable Development Plan is hereby adopted as a supplement to the <br />Comprehensive Plan Update of 2005 by the City Council of University City, Missouri. <br /> <br /> <br /> <br />Page 1 of 2 <br /> <br />
