6801 Delmer Boulevard, University City, Missouri 63130, Phone: (314) 862-6767 <br /> <br />RESOLUTION <br /> <br /> WHerEAS, both federal and state forfeiture legislati~l has been enacted <br />for tba purpose of suR0orting law enforcement in its efforts to suppress, <br />disrupt, and prosecute criminal activity, and <br /> <br /> WHEREAS, the ce3duct of illegal activity in the manufacturing, d~-~tribu- <br />tion and sale of controlled substances is motiva~a by and dependent upon the <br />accumulation of wealth, and <br /> <br /> WHEREAS, tha illegal activity that acc~,emlies the manufacturing, dis- <br />tribution, sale and use of controlled substances is c~e of the leading causes <br />of crime and violence plaguing our oa~unities, and <br /> <br /> WHEREAS, the equitable sharing of forfei~a assets is absolutely essen- <br />tial to local law enforcement efforts to safec~mrd the safety of all citi- <br />zens, and <br /> <br /> WHEREAS, the Missouri Legislature is currently considering legislation <br />that, if enacted, would curtail the use of civil forfeiture and federal adop- <br />tive forfeiture by local law enforcement, and <br /> <br /> WHEREAS, if enacted, said legislation will greatly hamper the ability of <br />local law enforceTent to carry out its duties to protect the citizeDs of Uni- <br />versity City, and <br /> <br /> WHEREAS, if enacted, said legislation will increase the profitability of <br />criminal enterprise occurring in the City, <br /> <br /> NOW, THEREFORE, RE IT RESOLVED that the Mayor and Council of University <br />City ul~e all state legislators to acknowledge and preserve law enfor~ement's <br />priority need to utilize the funds generated by the forfeiture of assets law- <br />fully seized to support its efforts to enforce the criminal statutes of this <br />state, and <br /> <br /> BE IT FURTHER RESOLVED that the Mayor and ORmcil of University City <br />urge all state legislators to support the suppression of criminality by pre- <br />serving the civil forfeiture and federal adoptive forfeiture provisions of <br />the law. <br /> <br />DA~'~3 and ~ this 12th day of April, 1993. <br /> <br /> Janet MajOr <br /> <br />Dolores A.
