The completed form should be placed in the <br />trays in front of the City Clerk. Comments are limited to five minutes. She stated that <br />Council cannot discuss personnel matters, legal or real estate issues in public sessions. <br />Questions raised at this meeting will not be immediately responded to by Council or the <br />City Manager. However responses will be provided by an appropriate person as quickly <br />as possible. Citizens who wish to make a comment may do so during either of the <br />Citizen’s Participation sections on the agenda or if they choose to speak on a specific <br />agenda item they will be called to the podium at the proper time. Mayor Welsch stated <br />that it is Council’s intent to conduct the meetings in a manner that is at all times respectful <br />to members of staff, the community and fellow City Councilmembers. Mayor Welsch <br />noted personal attacks on Councilmembers and staff will be ruled out of order. <br /> <br />Mary Ann Zaggy, 6303 McPherson, University City, MO <br />Ms. Zaggy stated that four years ago the School District of University City announced <br />plans to close the University City High School -owned Natatorium. Citizens from <br />University City immediately demonstrated their support interest in maintaining, repairing <br />and improving the aquatics programming, as well as for plans to build a new facility. Ms. <br />Zaggy stated that during the course of the study conducted by citizens, they discovered <br />that four times as many African-Americans die from drowning every year due to their lack <br />of access to swimming lessons. She stated that while some monies have been allocated <br />for repairs and there is now more activity and more hours of operation being made <br />available at the Natatorim, significant support is still needed to put aquatics and this City’s <br />Natatorium back on a firm footing. Ms. Zaggy asked that the University City <br />administration lend significant financial support to the efforts to repair, maintain and build <br />the kind of facility that this community deserves and needs. <br /> <br />Holston Black, Jr., 1336 Mendell Drive, University City, MO <br />Mr. Black stated that after listening to some of the comments made at last week’s Special <br />meeting he became somewhat concerned about the fire escape situation at City Hall. He <br />stated that he has difficulty walking up and down stairs and since elevators are not <br />available during an emergency he would like to request that the Fire Department conduct <br />an inspection to determine whether their current situation is adequate for the number of <br />people that occupy the fifth floor at City Hall. <br /> <br />Jasha McQueen, 883 Somerton Ridge Drive, Creve Coeur, MO <br />Ms. McQueen announced her candidacy for the St. Louis County Assessor’s office and <br />invited anyone who was interested in talking with her to please do so after the meeting. <br /> <br />Patricia McQueen, 1132 George Street, University City, MO <br />Ms. McQueen invited everyone to attend University City’s Focus group. She stated that <br />this is a great community forum that allows citizens to ask questions, address issues and <br />interact with City representatives. The group meets on a monthly basis and the next <br />meeting will be held at 6 p.m. tomorrow at Heman Park Community Center. <br /> Ms. McQueen stated that she also wanted to put in a good word for the Citizen’s <br />Police Academy. She stated that she is a 2014 graduate of this academy, which provides <br />citizens with an opportunity to gain a better understanding of police polices and <br />procedures.
