Mr. <br />Sullivan stated that the extension for the Conditional Use Permit should be denied and <br />the process started over to be conducted in a proper and legal manner with public input. <br /> <br />Elsie Glickert, 6712 Etzel, University city, MO <br />Ms. Glickert stated that her assumption was that all Councilmembers had been informed <br />that there is a Federal Appeals Court filing regarding the trolley and that University City <br />was a defendant. As a law professor at St. Louis University said, “This is not a frivolous <br />lawsuit”. <br /> Ms. Glickert stated that the word tandem is used within the petitioner’s request. Her <br />question would be is this in tandem with the trolley’s multiple titles; the Loop Trolley <br />Company, the Loop Transportation Development District and the newest one to appear in <br />print, the Loop TIF, Inc. or does tandem refer to Item 3 “Construction, maintenance, <br />operation and without any oversight by the City Council. Ms. Glickert stated that the City <br />Manager would be given complete authority needed careful study. She then asked that <br />voting be delayed on the agreement and that the extension or any further privileges be <br />denied until the Federal case has been adjudicated. <br /> <br />Voice vote on the motion of Mr. Jennings for approval carried unanimously. <br /> <br />L. Mr. Jennings <br />stated that during this retreat the teens obtained information about the Ferguson <br />Youth Initiative who had already obtained their 501(c)(3) status, has a functioning teen <br />center and is working with Ferguson’s government to promote teen events. BILL 9229 <br /> - An ordinance vacating and surrendering a fifteen feet wide north/south <br />public alley Right-of-Way located adjacent to the west boundary of Lot 1 of Boschert’s <br />boundary of block 4 of Delprice Subdivision; reserving any public easements, and <br />directing that this ordinance be recorded in the office of the Recorder of Deeds of St. <br />Louis County, Missouri.
