the fees have been somewhat higher than anticipated largely due to negotiations that <br />required legal assistance. <br /> <br />Voice vote on the motion to approve the Fiscal Year 2014 – 2015 University City’s budget <br />carried unanimously. <br /> <br />2. Resolution 2014 – 34 <br />Approval of committed Fund Reserves was moved by Dr. <br />Carr, seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />3. Resolution 2014 – 35 <br /> Councilmembers Carr and Crow’s addition – reprimand of <br />Councilmember Kraft was moved by Dr. Carr, seconded by Mr. Crow. <br /> <br />Dr. Carr stated that this resolution was initiated as a result of the conduct of a <br />Councilmember. She stated that it is something she believed Council should discuss, <br />especially because there have been other incidents that have occurred thereafter. Dr. <br />Carr stated that her belief is that Council should set a higher standard through their own <br />conduct, thereby setting acceptable standards for the community. She stated that if <br />Council tolerates unacceptable behavior, that is exactly what will be returned. <br /> <br />Mr. Jennings stated that he thought it is time for this Council to give some serious <br />consideration to the way it conducts business and cultivates relationships. He stated that <br />while he understands that Mr. Kraft exhibited some inappropriate behavior, in his opinion <br />that same inappropriate behavior has also been exhibited by other members of this <br />Council. So he would like to suggest that Council give consideration to taking a different <br />route. Mr. Jennings then made a motion to postpone the resolution indefinitely and <br />suggested that Council look into taking a retreat as their next step. <br /> <br />Point of Order was called by Dr. Carr stating that since she and Mr. Crow had introduced <br />the resolution, Mr. Crow should be allowed to speak prior to the consideration of another <br />motion. Mayor Welsch stated that her understanding from Robert’s Rules is that the <br />correct procedure is to allow someone who made the motion to speak first, an opportunity <br />to speak is then provided to an opponent and then it would come back to Mr. Crow. <br /> <br />The motion was seconded by Mr. Sharpe to postpone Resolution 2014 – 35 indefinitely. <br /> <br />Mr. Crow stated that it is his understanding that there was an exchange between some of <br />the attendees at the Special meeting and members of a Councilmember’s family as they <br />were leaving the chambers. He stated that he would like to make it very clear that <br />aggressive words and actions are never acceptable, especially when they pertain to the <br />family members of Council. Mr. Crow stated that there is a line of civil discourse that <br />should not be crossed. He stated that there is no place for violence, harassment or <br />threats; verbal or physical, in any public discourse. Mr. Crow stated that everyone has a <br />right to disagree with another person’s viewpoint and everyone should be able to have a <br />peaceful and democratic discussion about any issue, but the actions exhibited at these <br />recent meetings have not met these standards. Mr. Crow stated that his hope is that <br />Council will begin to hold themselves to a very high standard of conduct, because an <br />improper act by a citizen does not in any way justify or detract from the improper actions <br />of an elected official. So he would urge citizens not to let their emotions spillover into <br />self-defeating wrongful conduct. <br /> <br />Mr. Crow stated that as his colleagues continue to postpone this matter there is going to <br />come a point in time when the clock runs out and then every member of Council will have <br /> <br />
