Session 1585, Min~es <br />Febx~ry 8, 1993 <br /> <br />Page 4 <br /> <br />Mr. Wagner said every councilmember is aware there are not encugh wholesome <br />activities for teenagers, and Ms. Gordc~'s pr~ect will b~_lp meet that need; <br />however, he shared Mr. Price's ccr~elTs about the effect on the nearby neigh- <br />borhood. He asked if adjoining neighbors had been made aware of this propoe- <br />sal. Ms. Gordon said she had not approached the neighbors but c~ly the adja- <br />cent businesses, none of whc~ had any c~ecticrs. Mr. Price and Mrs. Tnomp- <br />son both felt the neighbors should be notified to ~ how they feel about it. <br /> <br />Mr. Schocmer felt the project could not be a financial success since far more <br />will be ~nee_?_ed to run it than could be taken in as m~mhership fees. He felt <br />the City should look at the f~. Mr. ~a~ms said it w-as not the City's <br />responsibility to debate the financial success of any project. <br /> <br />Mr. Price said he night be able to look more favorably on the project if the <br />neighbors were informed. He moved to postpone this matter until the next <br />meeting so that neighbors may be notified. Mr. Wagner seconded the motion. <br />It was decided that all the he~es that akut the alley behind the shopping <br />strip would be notified. All vo~a Aye. The City will send the notices. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the week er~ng Febl~ary 6, 1993 was received and <br />ordered filed. <br /> <br />CITIZ~]q CC~P~vlB - TRUCK PARKING <br /> <br />Mr. Al Klevorn, 5428 Fletcher, St. Louis, who spoke previously on this issue, <br />wished to e~ize he felt it was not right that a Cumtu, Lnity could issue a <br />ticket for parking a truck on Sunday but had no signs identifying what the <br />infraction was. He asked if ev~ aE~r~ved the law since it has been in <br />effect so long. Tba Mayor said the_re have been past att~L~s to change the <br />law, but they were not successful. Fa said it was an easy way to mak~ reve- <br />nue since few challenge a $10 ticket when court costs are more than that. He <br />said he was spending so much time on this because of the principle involved. <br />He also likes to patronize University City businesses but will net continue <br />to do so if this law re~ains as it is now. <br /> <br />Mr. Terence Shea, 520 Westgate, said ~klny more people own pickup trucks now <br />than 20 or 30 years ago. He asked about an ~ pLuposed by Mr. Wagner <br />to the current bills which would limit truck length to 200 incbas. He said <br />most people buy trucks that are longer than that for the versatility. He al- <br />so pointed out that sere very large vehicles have passenger plates and are <br />exempted fL~l~ current law while smaller tl~_cks with truck plates are not ex- <br />empted. Mr. Ollendorff said the bills under c~nsideration will net change <br />that. Mr. Shea asked Council not to accept the proposed changas because that <br />would rule out many trucks. <br /> <br />Mr. Joseph W. Mooney, 6811 University Drive, was concerned that changing the <br />truck parking laws night have a negative effect on property values. He said <br />these laws were enacted to protect neighborhoods, and if changes are deemed <br />desirable the Council should move slowly. He mentioned several friends and <br />neighbors who also were against changing these laws. He suggested the issue <br /> <br /> <br />
