6801 Delmer Boulevard, University City, Missouri 63130, Phone: (314) 862-6767 <br /> <br />RESOLUTION <br /> <br /> WHEREAS, sales tax receipts in St. Louis County are derived frc~ pur- <br />chases made by all metropolitan area residents and not just fA~L, sales made <br />to people living in the O~u~hnity that ~ the tax; and <br /> <br /> WHEREAS, the City of University City believes that the d~-~tribution of <br />sales tax receipts should be made on the basis of pc~3ulation so that this <br />resource will return to the people ~aho paid those tames when making their <br /> <br /> WHEREAS, per capita sales tax a~.~tribution is both more equitable and <br />rational than the present syste~ for allocating scarce tax resources among <br />local govets in St. Louis County; and <br /> <br /> WHEREAS, County Executive Westfall recently proposed a systen to reform <br />the sales tax distribution process in St. L~fi-~ County which recognizes the <br />inequitable circumstances now in effect and which will greatly benefit the <br />citizens of University City; and <br /> <br /> WHEREAS, the City of University City wishes to express its appreciation <br />to County Executive Westfall for tha leadership ba demonstrated in preparing <br />his proposal for sales tax reform; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of <br />University City express their unq~jalified support for County Executive <br />Westfall's sales tax redistribution proposal and for tha goal of achieving a <br />more equitable and reasonable system of allocating sales tax receipts among <br />cities in St. Louis County, and <br /> <br /> BE IT FURTHER RESOLVED that the Mayor and City Council of University <br />city u~ge all members of the Missouri ~ Assembly to enact without delay <br />any legislation necessary to acc~L~lish the reform pLuposed by County Execu- <br />tive Westfall so that it will beccme effective by January 1, 1994. <br /> <br />this llth day of Jam~y, 1993. <br /> <br />City Clerk <br /> <br /> <br />
