<br /> <br />Board of Adjustment <br />March 17, 2014 Meeting Minutes <br />(approved 7-21-2014) <br /> <br />A Board of Adjustment meeting was held on Monday March 17, 2014 at the Heman Park <br />Community Center located at 975 Pennsylvania Avenue, University City, Missouri. The <br />meeting commenced at 6:30 pm. <br /> <br />Members Present Members Absent (excused) <br />John Solodar, Chairperson Mike Krivonak <br />Deborah Arbogast, Vice Chairperson <br />Peggy Holly <br />Kathy Straatmann <br />Roger McFarland, Alternate <br /> <br />Staff Present <br />Raymond Lai, Deputy Director of Economic and Community Development <br />Zach Greatens, Planner <br /> <br />1. Approval of Minutes <br />The minutes from the February 18, 2014 Board of Adjustment meeting were approved. <br /> <br />2. Case # 14-01480 6261 Delmar Boulevard <br /> <br />Joe Edwards with Peacock Loop Diner, LLC, requested a variance to install an identification <br />sign that a) projects twelve and one-half (12.5) feet from the face of the building in lieu of five <br />(5) feet as allowed per Section 34-103.4.2.c(2) of the Zoning Code; (b) is a flashing sign in lieu <br />of its prohibition per Section 34-104.1.2 of the Zoning Code; and (c) is fifty-five (55) square feet <br />in area in lieu of forty (40) square feet allowed per Section 34-106.2.1 of the Zoning Code for the <br />proposed ground-floor restaurant in the PD-M Planned Development Mixed-Use District. The <br />variance was approved by a vote of 5 to 0. The Board members expressed concern about the <br />potential for setting a precedent for signs such as this in the area, but noted that there would <br />likely not be more applications for such signs due to the cost. The Board members also <br />expressed concern about whether or not a hardship had been established. However, it was noted <br />that the proposed sign was as much a piece of artwork as it was a sign and that such a sign at this <br />location would be a benefit to the City and to the surrounding properties by attracting more <br />people to the area and lighting the area up. <br /> <br />3. Case # 14-01783 7347 Forsyth Boulevard <br /> <br />Adam Becker, property owner, requested a variance to construct an awning projecting six (6) <br />feet into the public right-of-way from the front wall of the legal non-conforming building, <br />located on the property line with an existing front yard setback of zero (0) feet in lieu of fifteen <br />(15) feet required, creating an additional non-conformity as prohibited in Section 34-153.2.1.a of <br />the Zoning Code for the restaurant/bar in the GC General Commercial District.
