Session 1778 <br />March 20, 2000 <br /> <br />program~, working with the young women in the school district and through other programs <br />that they offer. He wants to assure the Council that they want to be good neighbors. <br /> <br />Mr. Lieberman questioned the Reverend on some of the services that he said that his <br />organization could provide to the school district. The Reverend said that he would charge <br />families based on a sliding fee scale. If he has a wealthy family, they should bear their <br />share of the cost; whereas, a family in great need will not have to pay as much. <br /> <br />Responding to Mr. Ollendorff, the Reverend stated he was not sure how many U. Citians <br />they serve, but he is sure that a greater number will be as they move into the Delmar <br />location. Much of their referrals come from the ecumenical community. <br /> <br />Mr. Wagner wished to clarify the Reverend's comments on payment in lieu of taxes for <br />services, such as police and fire services. The Reverend said that this was a question that <br />would ultimately be up to their Board to decide, but does promise they wish to be good <br />citizens. Responding further to Mr. Wagner, the Reverend stated that no other municipality <br />that he was aware of has asked his Board for cash in lieu of taxes. <br /> <br />The motion passed 5-2, with Mr. Wagner and Mr. Schoomer voting Nay. <br /> <br />AGENDA #4 - VACATION OF WALKWAY: <br /> <br />A petition has been received from several residents of Birchmont, Milan, Wayne, <br />neighborhood to vacate the public walkway between Birchmont Drive and Wayne Avenue, <br />located east of 79th Street. The walkway appears to get a minimal amount of public use. <br />Further, the noise generated from use of the walkway during late night-time hours places <br />an undue hardship on adjacent property owners. I recommend Council set a public hearing <br />on April 3, 2000 at 7:30 p.m. in these Council Chambers to hear public input on the <br />matter. The Council may direct staff to notify surrounding property owners of the hearing. <br /> <br />Mr. Sharpe moved approval. Mr. Lieberman seconded the motion. <br /> <br />Mr. Lieberman said that the specific addresses on Birchmont are 7832 and 7834, and over <br />on Wayne are 7855 and 7861. Only one of those addresses signed the petition, so he is <br />very curious to see what the other folks have to say. He noted all four of them already have <br />some fencing up and the walkway is on a hill and muddy and has logs on it. We have to <br />be concerned what will happen to it if we give it to the property owners and what they <br />might be willing to do to make the area nice. <br /> <br />4 <br /> <br /> <br />
