E. APPROVAL OF MINUTES <br /> <br />1. <br />June 16, 2014, Special Session minutes were moved for approval by Mr. Jennings, <br />seconded by Mr. Glickert and the motion carried unanimously. <br />2. <br />June 23, 2014, City Council Regular Session minutes were moved for approval by <br />Mr. Sharpe, seconded by Mr. Jennings and the motion carried unanimously. <br />3. <br />June 30, 2014 Study Session minutes were moved for approval by Mr. Jennings, <br />seconded by Mr. Sharpe and the motion carried unanimously. <br />4. <br />June 30, 2014 Special Session minutes were moved for approval by Mr. Jennings, <br />seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />Joy Lieberman, Dorothy Davis and LaTrice Johnson were nominated to be <br />reappointed to the Library Board by Mayor Welsch on behalf of Councilmember <br />Crow, seconded by Dr. Carr and the motion carried unanimously. <br />2. <br />Mae Etta Weston was nominated to the Advisory Board/Washington University by Mr. <br />Sharpe, seconded by Dr. Carr and the motion carried unanimously. <br /> <br />G. SWEARING IN <br /> <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Steven Arnold, 7305 Forsyth, University City, MO <br />Mr. Arnold noted how Council could continue to sit on the dais and be oblivious to what is <br />going on in the community. Mr. Arnold then provided Ms. Pumm with a copy of the <br />th <br />December 13 issue of the Ladue News wherein he quoted from an article interviewing <br />Dr. Jeffrey Pernikoff, which is attached to end of minutes. <br /> <br />I. PUBLIC HEARINGS <br /> <br /> <br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br /> <br />1. <br />Approval of liquor license for Hamra Noodles, 6310 Delmar to include Sunday sales <br /> <br />Mr. Glickert moved to approve, seconded by Mr. Jennings and the motion carried <br />unanimously. <br /> <br />2. <br />Approval of grant for University City Police Department for purchase of rifles and <br />magazines for a total cost of $16,729.76. <br /> <br />Dr. Carr moved to approve, seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br />3. <br />Approval of permanent closure of Trinity Avenue at Delmar Boulevard. <br /> <br />Mr. Jennings moved to approve, seconded by Mr. Glickert. <br /> <br />CITIZEN’S COMMENTS <br />Alice Mohr, 11638 Summer Haven Drive, St. Louis, MO <br />Ms. Mohr spoke as a trustee for University United Methodist Church. She was <br />disappointed that Council had not been presented with the Traffic Commission’s <br />recommendation to open Trinity. Ms. Mohr stated the closure of Trinity causes a back-up <br />into the flow of traffic on Delmar during drop-off and pick-up times at the church’s <br />preschool. Ms. Mohr stated the church proposed two eastbound lanes be established on <br />2 <br /> <br /> <br />
