Sam Lawrence, #2, 821 Walnut Street, Chillicothe, MO <br />Mr. Lawrence stated that he was present to talk about the opportunity that Council has to <br />build the type of bridges that will harness community. He stated that there is a light <br />located on top of City Hall that was purchased by E. G. Lewis to attract people who <br />attended the 1904 World’s Fair to University City. He stated that this light was used to <br />illuminate University City’s progressive ideas, its inclusivity and opportunities. Mr. <br />Lawrence stated that he trusts that each member of this Council will begin to think about <br />the reason they ran for office and turn this light back on. <br /> <br />Gregory Pace, 7171 Westmoreland, University City, MO <br />Mr. Pace expressed concerns with the comments made by Mr. Arnold at tonight’s meeting <br />regarding the behavior of Mr. Kraft and Mr. Walker. He then concluded by stating that <br />based on his research of Mr. Arnold with respect to his residency and voting record, it does <br />not appear as though he has followed the same set of standards that he expects members <br />of this administration to adhere to. <br /> <br />P. COUNCIL COMMENTS <br />Dr. Carr stated that she had several outstanding requests of the City Manager: a list of <br />all monies spent in 2013/2014, on various projects in the amount of $25,000 or less, <br />along with a description of the projects. Secondly Washington University square footage <br />estimates in the new Loop project and how taxes would be split between St. Louis City <br />and University City. <br /> Dr. Carr requested that a copy of her detailed comments, with the exception of any <br /> <br />confidential documents, be added to the minutes. <br /> <br />City Manager Walker stated that Councilmember Carr has asked for a request of all City <br />expenditures for several years, under $25,000, and he would respectfully suggest that <br />such a request requires more than a week to compile. <br /> <br />Dr. Carr stated that she had attended an Arts & Letters Commission meeting where the <br />Neighborhood to the World logo was discussed. She stated that some very good data <br />was collected on the vision of University City from the online survey report. She then <br />suggested that this report be provided to the Plan Commission for incorporation into the <br />development of the City’s mission. <br /> Dr. Carr expressed her concern over an email containing personnel information sent <br />out by City Manager Mr. Walker. She stated that neither the email nor the attachment <br />were marked confidential and eventually made it onto Face Book. Dr. Carr provided <br />Council with a copy of this email stating that the City and its agents may not release an <br />employee’s evaluation to the public without the express permission of the employee. <br /> <br />City Manager Walker stated the one point he did want to address that was raised by <br />Councilmember Carr was that the name of the individual involved in the Civil Service <br />Board’s prior decision was completely deleted from the email that he released. He noted <br />for the record, the fact that the name of the individual was already released by the former <br />Chair of the Civil Service Board who also has acted as Councilmember Carr’s attorney in <br />the past. <br /> <br />Mayor Welsch asked Mr. Jennings if he would provide Council with an update on the <br />Teen Pool Party that is being held on the July 22nd. Mr. Jennings stated that the Youth <br />Commission has scheduled a Teen Pool Party for teens living in University City on <br />Tuesday, July 22nd from 4 p.m. to 8 p.m. at the Heman Park Pool. He stated that <br />admission is free and there will also be free food. <br />9 <br /> <br /> <br />
