She noted that caving into <br />those objections constitutes corporate welfare. She urged Council to include parking fees for this <br />lot to offset the cost of the improvements. <br /> <br /> <br />The motion of Dr. Carr to approve carried unanimously. <br /> <br />6. <br />Approval to purchase ten patrol cars from Don Brown Chevrolet for a total amount of <br />$210,220.00. <br /> <br />Dr. Carr moved to approve, was seconded by Mr. Jennings and the motion carried unanimously. <br /> <br />7. <br />Approval of award for the annual sanitary sewer lateral repairs to lowest bidder, Labib S. <br />Wajih LLC for $197,575.00. <br /> <br />Mr. Glickert moved to approve, seconded by Mr. Jennings and the motion carried unanimously. <br /> <br />8. <br />Approval of IT contract with Tech Electronics for $129,200.00. <br /> <br />Mr. Jennings moved to approve, seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br />9. <br />Approval of permanent closure of Trinity Avenue at Delmar Boulevard. <br /> <br />Mr. Sharpe moved to approve and was seconded by Mr. Glickert. <br /> <br />Point of clarification: Mr. Kraft asked the City Manager if Council would be voting to leave Trinity <br />the way that it is today. Mr. Walker said yes. <br /> <br />CITIZEN’S COMMENTS <br />Dean Smith, 6934 Dartmouth, University City, MO <br />Mr. Smith presented a photograph depicting a model of the plaza, which illustrated a straight line <br />to the islands and a sweeping line to the plaza, all centered on the Lion Gates. He stated that his <br />belief is that the plaza represents the most historical section of the entire City and having the <br />traffic circle located on the center is very important to this historical theme. Mr. Smith suggested <br />that the City avoid bringing out a lot of green space, which would give the appearance of <br />strangling the circle. He urged that future considerations include paving of some sort and a <br />symmetrical design of the circle. <br /> <br />COUNCIL’S COMMENTS <br />Dr. Carr stated that as the Traffic Commission Council liaison she was present at the November <br />2013, meeting when Mr. Wilson and the City’s consultant, CBB, brought this issue to the <br />commission. After extensive questioning about the safety of Option B the Commissioners were <br />assured that this would be a safe option and that a relocation of the pedestrian crossings would <br />enhance that safety. Rather than submitting the Commission’s recommendation, Mr. Wilson <br />returned to the Parks Commission and informed them that the Police and Fire Departments had <br />3 <br /> <br /> <br />
