<br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />th <br />5 Floor of City Hall <br />6801 Delmar <br />September 8, 2014 <br />6:00 p.m. <br /> <br />th <br />The City Council Study Session was held in the Council Chamber, 5 floor of City Hall, on Monday, <br />September 8, 2014. Mayor Shelley Welsch called the meeting to order at 6:00 p.m. In addition to the <br />Mayor the following members of the Council were present: <br /> <br /> Dr. Paulette Carr <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Mr. Michael Glickert was excused. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />Mayor Welsch called the meeting to order at 6:00 p.m. and turned it over to Councilmembers Crow <br />and Carr who called the meeting. <br /> <br />Mr. Crow noted he asked for the study session for the purpose of going through information that was <br />used and questions he had regarding the Request for Proposal for Emergency Medical Services. He <br />stated he would direct these questions to the City Manager and hoped the City Manager could answer <br />the questions or get the information back to him. <br />Questions asked: <br /> <br /> Was the RFP the City Manager’s work product? <br />ANSWER: Yes <br /> <br /> Were there other members of City staff that helped put together the RFP? <br />ANSWER: Yes <br /> <br /> Who participated in creating the RFP? <br />ANSWER: Staff members from the Fire Department and the Finance Department <br /> <br /> Were there any citizens or Councilmembers who participated in the preparation of the RFP? <br />ANSWER: No Councilmembers. Some members of the public were asked for input. <br /> <br /> Asked for a list of who participated sent to Council. <br /> <br /> How many other municipalities have outsourced their EMS service in the St. Louis area? <br />ANSWER: That was the type of information the City was in the process of gathering and <br />presently cannot answer. <br /> <br /> Have any municipalities reversed their decision to outsource the EMS service? <br />ANSWER: Have not gotten that far in the research <br /> <br /> Who are the mutual aid cities with which University City has an agreement? <br />ANSWER: Will provide information later. <br /> <br /> How many mutual aid calls has University City had? <br />ANSWER: Information is not readily available. Information will be provided later. <br /> <br /> Reached any conclusions on how mutual aid agreements will be handled? <br />ANSWER: As previously indicated it was very early in the process <br /> <br /> Recent unanimously passed budget requires all EMS paramedics be EMPTs but the RFP did <br />not require this. <br />ANSWER: No recommendations have been made, no decision has been made, no analysis <br />has been conducted but the City would insure the qualifications were the same. <br />1 <br /> <br /> <br />
