Session 1781 <br />May 8, 2000 <br /> <br />Mr. Wagner stated in the interest of full disclosure that there was one dissenting neighbor <br />who owns an apartment building with a small parking lot to serve his residents. His point <br />was that he feels that people will start parking in his lot. Mr. Wagner asked the City <br />Manager if it was legal for the apartment owner to put a boot on a car that parked illegally <br />in his parking lot. Mr. OIlendorff said that he would have to consult the City Attorney. <br /> <br />Responding to Mr. Lieberman, the applicant stated that it would take another brick wall <br />offset by four feet so people can walk in between the wall and around. There is no <br />landscaping planned in this particular area. It is similar to the east side. <br /> <br />Mr. Schoomer, in response to Mr. Wagner's earlier question regarding a boot, stated that <br />he did not believe a boot is permitted. A owner of private property could contract with a <br />towing service and at no expense, but at great expense of the owner of the vehicle, have <br />the car towed off of his property. Mr. Wagner says that the owner already does this, but he <br />is afraid the response time will not be quick enough, whereas the boot would be very quick. <br />Mr. Schoomer said that would leave him open to much liability. <br /> <br />Responding to Ms. Colquitt, the ATM is not a 24 hour ATM. <br /> <br />Responding to Mr. Schoomer, Ms. Rebbe said the parking is in compliance with existing <br />agreements with Craft Alliance. <br /> <br />Mr. Ollendorff wished to remind Council that the motion to approve should include the <br />installation of approved landscaping and obtaining of a Delmar curb installation permit from <br />St. Louis County Highway Department. Mayor Adams said that it did so. <br /> <br />The motion to approve carried unanimously. <br /> <br />AGENDA ITEM #5 - BUDGET TRANSFERS: <br /> <br />Approval is requested for revenue and expenditure transfers necessary to keep the City <br />budget balanced. The net change will be an increase of $214,494 which equals just <br />under 1% of the annual budget. Revenues from sales tax and natural gas tax were less <br />than expected. Offsetting this shortfall are higher amounts received from property tax <br />collections, building permits, and prior year revenues. Unanticipated costs for legal <br />services, police vehicle maintenance, public safety equipment purchase, and park <br />renovations were partially offset by savings in personnel costs, public service vehicle <br />maintenance, and postponing Heman pool rehab work. Further savings are anticipated <br />during the 4th quarter which should result in concluding the fiscal year in sound financial <br />condition. <br /> <br /> <br />
