<br />Mayor Welsch asked Ms. Pumm if she had copies of the proposed changes to distribute to <br />the Councilmembers. Copies of the proposed changes were provided to all members of <br />Council and the Mayor provided all a chance to review them. <br /> <br />Voice vote on the motion to approve the minutes of the September 8, 2014, Study Session <br />carried by a majority, with a Nay vote from Dr. Carr. Mr. Glickert stated that he was not <br />th <br />present for both meetings on September 8 and recused himself from voting. <br /> <br />Dr. Carr requested that Ms. Pumm attach her proposed changes to the minutes. <br /> <br />3. <br />September 8, 2014 Regular Session minutes were moved for approval by Mr. Sharpe, <br />seconded by Mr. Jennings and the motion carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />David Damick was nominated for appointment as Chairman of the Civil Service Board, <br />replacing Gerald Greiman, moved by Councilmembers Glickert and Kraft. The motion <br />was seconded by Mr. Sharpe and carried unanimously. <br /> <br />G. SWEARING IN <br /> <br />1. <br />Richard Juang was sworn in to the Green Practices Commission in the City Clerk’s office. <br />2. <br />Mark Critchfield was sworn in to the Historic Preservation Commission in the City Clerk’s <br />office. <br />3. <br />Robert Elgin was sworn in to the Green Practices Commission in the City Clerk’s office. <br />4. <br />Dan Savory was sworn in to the Civil Service Board. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Mayor Welsch reminded members of the audience that if they would like to speak to Council <br />on agenda or non-agenda items they should fill out a Speaker Request form that can be found <br />to the left of the door into the chamber. Speakers should indicate if they want to speak on an <br />agenda or a non-agenda item, and note the agenda item number on the form. The completed <br />form should be placed in the plastic trays in front of the City Clerk, and comments will be <br />limited to five minutes. Council cannot discuss personnel matters, legal or real estate issues in <br />public sessions. Questions raised at this meeting will not be immediately responded to by <br />Council or the City Manager. However responses will be provided by an appropriate person as <br />quickly as possible. Citizens who wish to make a comment may do so during either of the <br />Citizen’s comment sections on the agenda or if they choose to speak on a specific agenda <br />item they will be called to the podium at the proper time. It is Council’s intent to conduct their <br />meetings in a manner that is at all times respectful to members of staff, the community and <br />fellow City Councilmembers. Personal attacks on Councilmembers and staff will be ruled out <br />of order. <br /> <br />Jackie Womack, 7300 Ahern, University City, MO <br />Mr. Womack provided Council with a letter on behalf of the Human Rights Commission <br />regarding the current composition of the Commission; five women and one male. He asked <br />that Council incorporate this fact into their decision-making process when the next citizen is <br />nominated for appointment. <br /> <br />Elsie Glickert, 6712 Etzel, University City, MO <br />Ms. Glickert stated that on behalf of All Saints Catholic Church she would like to invite <br />everyone to attend a special mass and reception for the City’s police officers which will be held <br />th <br />next Sunday at 10:00 a.m. A similar mass for firefighters will be held on October 18 at 10:00 <br />a.m. <br /> Ms. Glickert stated that All Saints Church has been at the corner of Westgate and <br />Clemmons for 113 years, predating the 1906 incorporation of University City. <br /> <br />2 <br /> <br /> <br />
