RESOLUTION 2014 - 38 <br /> WHEREAS, free speech and the ability to publicly address elected <br /> representatives are central features of representative government; <br /> WHEREAS, too many St. Louis County residents have outstanding <br /> warrants for non-criminal matters; and <br /> WHEREAS, many of these warrants are4 issued by municipalities as a <br /> way to increase revenue; and <br /> WHEREAS, residents have told the University City Council that fear of <br /> arrest and jail from these warrants makes them afraid to participate in public City <br /> Council meetings. <br /> NOW THEREFORE IT BE RESOLVED that the University City Council <br /> declares that Council meetings will formally be declared a "warrant free zone," where <br /> warrants for non-criminal activity will not be enforced, and <br /> BE IT FURTHER RESOLVED, that the University City Council asks other <br /> City Councils to adopt similar policies. <br /> Adopted this22nd day of September, 2014. <br /> sW <br /> Shelley Welsch, Mayor <br /> Attest: <br /> � . _ <br /> • <br /> Joy' - 'umm, City Clerk y <br />
