RESOLUTION 2014—42 <br /> A RESOLUTION ESTABLISHING THE CITY OF UNIVERSITY CITY'S <br /> COMPLETE/LIVABLE STREETS POLICY. <br /> WHEREAS, in an effort to move University City towards being one of the <br /> most sustainable cities in the St. Louis Metropolitan region and to make the streets as <br /> safe as possible for bicyclists and pedestrians, a Mayor's Task Force on University <br /> City's Bike and Walkability was established in October 2010; and <br /> WHEREAS, the Task Force created and approved a Complete/Livable <br /> Streets Policy on June 5, 2012; <br /> WHEREAS, The Task Force presented the Complete/Livable Streets Policy <br /> to the Green Practices Commission on September 12, 2012 and the Traffic Commission <br /> on October 10, 2012 as well as to the Urban Forestry, Park and the Plan Commissions; <br /> and <br /> WHEREAS, a public hearing was held on July 26, 2012 with public <br /> comments expressed and received; and <br /> WHEREAS, the Task Force recommended the Policy to establish guiding <br /> principles and practices to be considered in all public transportation projects to <br /> encourage walking, bicycling and other non-motorized forms of transit, in addition to <br /> normal motorized transit; and <br /> WHEREAS, the goal of the Policy is the creation of an interconnected <br /> network of"Complete Streets" that balances the need of all users in pleasant and <br /> appealing ways in order to achieve maximum functionality and use; and <br /> WHEREAS, this goal implements the Complete Streets system in <br /> conjunction with other policies, regulations and plans, included but not limited to: the F. <br /> Bicycle and Pedestrian Master Plan and the 2005 Comprehensive Plan Update; and <br /> WHEREAS, the Policy sets forth guiding principles and practices to be <br /> considered in all development projects containing transportation elements to encourage <br /> walking, bicycling and other mon-motorized forms of transit, in addition to normal <br /> motorized transit where practicable and economically feasible. <br /> NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br /> CITY OF UNIVERSITY CITY AS FOLLOWS: <br />
