Mr. Munkel seconded the motion, which carried <br />unanimously. <br /> <br />AGENDA ITEM #4 - CONDITIONAL USE AMENDMENT - 8300 DELMAR: <br /> <br />Mr. OIlendorff agrees with the Plan Commission recommendation to amend the conditional <br />use permit for Mansions on the Plaza to allow very limited use of the amenities by non- <br />residents. Facilities included are the fitness center, personal trainer, manicurist, dance <br />lessons, masseuse, and swimming with each limited to two or four visitors at any time. <br />Further, non-resident use is limited to daytime hours and valet parking only. No signs or <br />separate entry ways are permitted for these facilities on the exterior of the building. These <br />limitations are necessary since the project is located in a residential rather than in a <br />commercial zone. Amenities are encouraged in order to provide a high quality environment, <br />but not to the point that their use changes the residential nature of the development. <br /> <br />Mr. Munkel moved approval. Ms. Colquitt seconded the motion. <br /> <br />Mr. Schoomer asked if the concrete strike would cause the construction time to go beyond <br />that approved in the permit which has been issued. Mr. Ollendorff said that it shouldn't, <br />because other work is allowed. As long as the work is on-going and does not stop for a six <br />month period, the approval time will remain in effect. <br /> <br />The motion to approve carried unanimously. <br /> <br />AGENDA ITEM #5 - COMMUNITY DEVELOPMENT BLOCK GRANT PROPOSAL: <br /> <br />Mr. Ollendorff recommends approval by the City Council of a project list for 2001 <br />Community Development Block Grant Funds very similar to the current allocation except for <br />increasing the private property rehab (low interest loans) expenditure to $25,020 and <br />restoring the homeless shelter support at $3,000 at the expense of code enforcement, <br />policing, Parkview Gardens rehab, demolitions, and other worthwhile but lower priority <br />former prbjects.
