Session 1782 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 15, 2000 <br /> <br />At a special budget meeting of the City Council of University City held in the E.O.C. room of <br />City Hall on Monday, May 15, 2000, Mayor Joseph L. Adams called the meeting to order <br />at 7:00 p.m. In addition to the Mayor, the following members of the Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Mr. Paul Schoomer <br />Mr. Arthur Sharpe, Jr. <br /> <br />EXCUSED: Mr. Wayne Munkel. Also present was City Manager Frank Ollendorff, Assistant <br />City Manager Gregory Rose and Finance Director Willie Norfleet. <br /> <br />REVENUES - PAGE B-7: <br /> <br />Mr. Ollendorff pointed out that the increase in property taxes were the result of new <br />construction over the last few years. Property tax assessment is up so our revenue will be <br />up. Responding to Mr. Lieberman, Mr. Ollendorff said that new construction was <br />reassessed in January and the increased assessment goes onto tax bills the next fall. The <br />County Assessor will assess partially completed developments. They do not have to be <br />completely done. Responding to Mr. Schoomer, Mr. Ollendorff stated that the assessment <br />estimate does not include the loss of buildings being purchased by Washington University, <br />because they are still on the tax rolls as of January 1. Responding further to Mr. <br />Schoomer, the City Manager believed that the taxes are based from January 1, no matter <br />when property was purchased during the year. Mr. Schoomer disagreed saying that he <br />believes that the County Assessor uses a pro rata formula to base the tax owed. Mr. <br />Ollendorff said that they would check with the County to make sure and report back. Mr. <br />Ollendorff said that under Licences - Utility Taxes they have forecasted revenues for a <br />typical weather year. Mr. Ollendorff reported that Refuse Fees, 640.16, has not been <br />increased in four years and recommends a 10% fee increase. Mr. Ollendorff said that he is <br />also recommending another increase in ambulance fees. 640.30 Contributions for Police <br />Service, is a new addition to revenue. Mr. Ollendorff said that the U. City School District is <br />paying about 80% of the salary of one police officer. Washington University is also paying <br />the salary of one police officer. These are voluntary payments in return for assigning an <br />officer a good deal of their time to the High School and to assign the equivalent of one <br />officer for special patrols along the area where a lot of university students live. Mr. <br />Schoomer pointed out that we were taking grant money from the Board of Education and <br />not from the school's budget. 672.15, Local Use Tax is much less than anticipated.
