BILL NO. 4886 ORDINANCE NO. 2926 <br /> <br /> AN ORDINANCE ESTABLISHING THE DEPARTMENT OF PARKS AND RECREATION, <br /> PROVIDING FOR A DIRECTOR THEREOF, AND A PARK COMMISSION, THE AP- <br /> POINTMENT OF THE MEMBERS OF SAID COMMISSION, THEIR TERM OF OFFICE, <br /> PGNERS, DUTIES, AND PROVIDING FOR THE ESTABLISHMENT OF PARKS, PLAY- <br /> GROUNDS, AND OTHER RECRF~&TIONAL AREAS, AND THE GOVERNMENT AND MAN- <br /> AGEMENT THEREOF. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF trNIVERSITY CITY, MISSOURI, AS <br />FOLLOWS: <br /> <br /> Section 1: As is provided by the Charter, there is hereby established a <br />Department of Parks and Recreation, which shall consist of a Director of Parks and <br />Recreation and a Park Commission of nine members, together with such subordinate <br />employees as may be recommended by the City Manager. <br /> <br /> Section 2: The Director of Parks and Recreation shall be appointed by the <br />City Manager, and shall be the administrative head of the department. <br /> <br /> Section 3: The Park Commission shall consist of nine members who shall be <br />appointed by the Council and who shall have been residents of the City for at least <br />two years prior to their appointment. The terms of those first appointed shall be- <br />gin in January, 1948, and they shall be appointed for terms of three years except <br />that of those first appointed, three shall be appointed for terms of two years <br />each and three for terms of one year each. Thereafter on or before the first meet- <br />ing in January of each year, the Council shall make appointments to fill the terms <br />expiring at that time. The members of the Park Commission shall receive no com- <br />pensation for their services as such. The Council may remove any member of the <br />Commission for misconduct or neglect of duty. Vacancies on the Con~nission occasion- <br />ed by removal, resignation, or for any other camse shall be filled for the remain- <br />der of the term in like manner as in the case of original appointment. <br /> <br /> Section 4: The Commission shall, ~mediately after its appointment, meet <br />and organize by the election of one of its members as President and by the elec- <br />tion of such other officers as it may deem necessary. The Commission shall make <br />and adopt such rules and regulations for its own guidance and proceedings as may <br />be expedient, not inconsistent with the Charter or ordinances of the City. <br /> <br /> Section 5: The Park Commission shall have the power and shall be required <br /> <br />to: <br /> <br /> (1) <br /> <br />Survey and mak~ plans for the maintenance of an adequate system of parks <br />and recreational facilities, and activities and for the enlargement, im- <br />provement or acquisition of parks or recreational areas and activities <br />and make recommendations therefor. <br /> <br /> <br />
