A RESOLUTION AUTHORIZING THE CITY MANAGER TO ESTABLISII INTERIM RIGHT-OF-WAY APPLICATION PROCEDURES AND FEES AND TO .lOIN THE ST. LOUIS COUNTY MUNICIPAL LEAGUE RIGHTS-OF-WAY CONSORTIUM WHEREAS, the City of University City is currently experiencing pressure From potential providers oftelecommunications, cable and other sen, ices seeking to install facilities x,, ithin the public right-of-wa.``': and WHEREAS. the City of Universi~' Cit2,. recognizes that many providers are anxious to begin work and that the City cannot and should not be a burden to entry or unreasonably' discriminate bemeen applicant-providers; and WHEREAS. the St. Louis Count),.
