<br />AN ORDINANCE DECLARINC THE POLICY OF TE~ CITY OF UNIVERSITY CITY IN
<br />REGARD TO DISCRIMINATION ~ ~dFLO~ AND MAKINC UNLAWFUL SUCH DIS-
<br />CRIMINATION BY THE CITY OF UNIVERSITY CITY AND PERSONS HEREAFTER AC-
<br />QUIRING CITY CONTRACTS OR FRANCHISES, AND PROVIDING A PENALTY.
<br />
<br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, PrissouRI, AS
<br />
<br /> Section 1. It is hereby declared to be the policy of the City of University
<br /> City to promote and to encourage good will and understanding within the various racial,
<br /> religious and national groups within the City, and to oppose discrimination based on race,
<br /> creed, color, national origin or ancestry, religion, or lack thereof.
<br />
<br /> Section 2. It shall be unla~ul for any department head, official, agent or
<br /> employee of the City of University City, or any commission, department, division, board
<br /> or agency thereof, acting for or on Behalf of said City, in any matter involving employ-
<br /> ment by said City, to discriminate on the ground or because of race, color, creed, nation-
<br /> al origin or ancestry, religion or lack thereof against any person othe~ise qualified,
<br /> in employment or in tenure, terms or conditions of employment; or so to discriminate in
<br /> promotion or increase in compensation; or to adopt or to enforce any rule or employment
<br /> policy which so discriminates between employees or prospective employees; or to seek in-
<br /> formation relative to race, creed, color, national origin or ancestry, religion or lack
<br /> thereof from any person or employee as a condition of employment, tenure, rems or condi-
<br /> tions of employment, promotion or increase in compensation; or so to discriminate in the
<br /> selection of personnel for trainin~.

<br /> Section 3. Said City and all of its contractinga~cies' and departments shall
<br />include in all contracts and franchises hereafter negotiated, let or awarded by or on be-
<br />half of the City of University City, a provision obligating the contractor in the per-
<br />formante of such contract not to discriminate on the ground or because of race, creed,
<br />color, national origin or ancestry and religion or lack thereof against any employee of,
<br />or applicant for employment with, such contractor, and shall require such contractor to
<br />include a similar provision in all subcontracts let or awarded thereunder.
<br />
<br /> Section 4. Any person, firm or corporation violating any of the provisions of
<br />this ordinance, shall, upon conviction thereof, be subject to the penalty provided in
<br />Chapter 1, Section 1-8 of the Municipal Code of the City of University City.
<br />
<br /> Section 5. This ordinance shall take effect and be in force from and after its
<br />
<br />passage, as provided by law.
