Session 1791
August 21, 2000

definitely planning to lay down brand new fiber optic cable, in addition to coaxial where
necessary. They generally set up maintenance and repair of systems at the same location
and time as the distribution system. Mr. Julian said that they have agreements set up with
most of the major broadcasting stations. In regards to CALOP, Mr. Julian said that he was
not familiar enough with this to comment fully, but they may end up negotiating the
franchise in a way to offset this, but in any case they want to assure the City that they wish
to be a player in this citizen committee. They will offer free cable connections to all City
public buildings, including the Library and the schools.

Responding to Mr. Munkel, Mr. Julian said that most of the people at this company have
experience, being from Boston, Manhattan and Washington D.C. with laying their cable
systems with minimum disruption. The best way to deal with this is to have open
communications with the residents and the City.

AGENDA ITEM #5 - 8428 OLIVE - LIQUOR LICENSE:

An application for new ownership of the restaurant with full liquor sales by the drink has
been reviewed and found to be in order. The applicants meet all of our tests for licensing
and thus may be approved by the City Council. The restaurant and liquor license have
existed at this location for over twenty years with no recurring problems.

Mr. Lieberman moved approval. Mr. Sharpe seconded the motion.

Responding to Mr. Lieberman, Mr. Ollendorff said that he was not sure that it was closed
and for how long.

Diane Daniels, #26 Chieftain, Creve Coeur, owner of the restaurant, stated that the
restaurant has been closed for three weeks. She will be the manager on-site Monday
through Friday.

The motion to approve carried unanimously.

AGENDA ITEM #6 - WINE LICENSE - 8137 DELMAR:

An application has been received to sell intoxicating liquor not exceeding 22% alcohol by
the package at retail as part of a confectionary store. The proposed use would be to
include bottles of wine with gift baskets. The applicant pledges to sell no alcohol other
than for this stated purpose. While our preference is to limit alcohol sales to businesses
with a major emphasis on food such as restaurants or grocery stores, if the Council believes
that wine sales will be very limited then this application may be approved.
