Subtract $ .25 per dwelling unit for duplexes. Subtract $ .50 per dwelling unit for three-family and larger if the building is serviced by box type containers as provided in Section 14-8. Except that in areas designated for urban renewal, the charge per dwelling unit for three-family or larger shall not exceed $1.25 per month. Section 14-38. Delinquent charges If any person shall fail to pay the charges 30 days after the begin- ning of the service period for which said bill is rendered then such bills shall be delinquent and an additional charge of $ .25 per dwelling unit per month shall be imposed as to said delinquent bill. Section 14-39. Failure to pay char~es If any person shall fail to pay the charges therefor and if such bills become delinquent one month, the city shall immediately stop collecting such garbage, trash, litter and rubbish from the premises. Section 14-40. Director of Finance to bill It is hereby made the duty of the Director of Finance to make charges for garbage, trash, litter, and rubbish collections, as herein set out, and to bill the same on a semi-annual basis in such methods as will be most effective. Section 14-41. Route schedule A schedule showing the collection route shall be deposited with and remain on file with the Director of Public Works. Section 14-42. Accumulation unlawful The accumulation of garbage, trash, litter, and rubbish of any type for a period £n excess of four days is hereby declared a public nuisance, and a clear danger to public health. It shall be unlawful for any owner, lessee or occupant, or any agent, servant or repre- sentative or employee of such owner, lessee or occupant, of any lot, ground or premises, or any part thereof, to allow or maintain any such accumulation of garbage, trash, litter, or rubbish upon any lot, land, or premises in this city, or upon the street or upon the right-of-way adjoining such premises or upon any adjoining sidewalk. Section 14-43. Special tax bil! to issue,when If the owner or other person in control of any lot or land or premises or either of them, fails to pay the schedule of charges provided for herein for one quarter, then the Director of Finance is to certify the same and cause a special tax bill against the property for the amount of the charges and collections provided herein. The tax bill from the date of its issuance shall be a first lien upon such property until paid. It shall be prima facie evidence of the recitals therein contained and to its validity, and no mere clerical error or informality in the same or in the pro- ceedings leading up to the issuance thereof shall be a defense there- to. As part of the cost of collection and disposing of garbage, trash, litter, and rubbish, each special tax bill so issued, shall include a charge of six dollars for inspecting the premises amd a further charge of six dollard for computing, making, certifying, and recording the bill. Each such special tax bill shall bear interest at the rate of eight per cent per annum beginning thirty days after the date of its issuance. -2-
