R-55, AS ENACTED BY ORDINANCE <br />4162 ON AUGUST 30, 1965, BY PROVIDING FOR AN EAST-WEST ACCESS <br />DRIVE THROUGH PARCEL PD-4, AND BY FURTHER PROVIDING EXCEPTIONS <br />TO THE ON-STREET PARKING PJEQ~P, EMENTS WIlERE IT IS NOT PHYSICALLY <br />POSSIBLE TO MEET SAID REQUIP, Eb~NTS FOR EXISTING RESIDENTIAL <br />STRUCTURES. <br /> <br />~aEREAS, the Land Clearance for Redevelopment Authorit7 of Universit7 City, <br /> <br />Missouri, has heretofore caused to be prepared and adopted an Urban Renewal Plan <br />known as the Deiwar L;0p P~0je~t, 140 R-55; and <br /> <br />WHEREAS, it is necessary to modify said plan for the Delmar Loop by provid- <br /> <br />tng for an east-west access drive through Parcel PD-4; and <br /> <br />WHEREAS, it is further necessary to modify said plan by providing an ex- <br /> <br />c~ption to the an-site parking requirements in situations where it is physically <br /> <br />impossible to meet said requirements for certain existing residential structures; <br /> <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY <br /> <br />CITY, ~SSOURI, AS FOLLONS: <br /> <br />Section 1. The Urban Renewal Plan for the Delmar Loop Project is hereby <br /> <br />amended as follows: <br /> <br />1. There shall be an east-west access drive through Parcel PD-4. <br /> <br />Section C, Land Use Plan, Subsection 2.b is amended with re- <br />spect to Site la so as to establish an off-street parking <br />requirement for.existing buildings as follc~e: <br /> <br />Off-street parking: For existing buildings, 3/4 space <br />each dwelling tmit, subject to modification as provided <br />in Exhibit C hereof. <br /> <br />Section C, Land Use Plan, Subsection 2.b is amended with re- <br />spect to Sites 3a, 3b, 3c and 3d so as to establish an off- <br />street parking requirement for existing buildings as follews: <br /> <br />Off-street parking: For existing buildings, 3/4 space <br />for each dwelling unit, subject to modification as provided <br />in Exhibit C hereof. <br /> <br />Exhibit C, Property Rehabilitation Standards, Rehabilitation <br /> Standards, Paragraph 2.A, Item 4 shall read as follows: <br /> <br />Driveways, walks and steps Shall be provided and maintained <br />in good repair for functional, safe and convenient ascent <br />and descent to and aroand the structure· On-site parking <br />spaces shall be provided at a ratio of 3/4 space per dwell- <br />ing ~mit; provided, however, that where there is insufficient <br />space on a lot to meet such standard, on-site parking spaces <br />shall be provided at a ratio of 1 space for each 2 dwelling <br />units; provided further that where space limitations preclude <br />compliance with such reduced standard and free public parking <br />is available within 300 feet of the lot, such property shall <br />be deemed in compliance with off-street parking requirements. <br />Adequate widths of driveways to on-site parking spaces shall <br />be provided to allow for automobile passage and/or automobile <br />passage and pedestrian walk. On-site parking spaces for non- <br />residential structures shall meet the requirements of the <br />Zoning Ordinance as applied to the Urban Renewal Plan. <br /> <br /> <br />
