(2) Annual budget.. Prepare the budget annually and <br />submit it to the council and be responsible for its <br />administration after adoption; <br /> <br />(3) Annual report. Prepare and submit to the council, <br />as of the end of the fiscal year, a complete report <br />on the finances and administrative activities of the <br />city for the preceding year; <br /> <br />(4) Advice, etc., to council. Keep the council advised <br />of the financial condition and future needs of the city <br />and make such recommendations as may seem to him <br />desirable; <br /> <br />(5) Enforcement of laws, etc. Enforce all laws and <br />ordinances and see that all contracts and franchises <br />are faithfully performed; <br /> <br />(6) Additional duties~ Perform such other duties as <br />may be prescribed by this Charter or required of him <br />by the council, not inconsistent with this Charter. <br /> <br />PROPOSITI@M NO. 5 <br /> <br />Shall Article IV, Section 20, relating to administrative <br />departments and agencies, be amended, so that said sec- <br />tion, as so amended~ shall read as follows: <br /> <br />The council may establish administrative departments, <br />boards and commissions in addition to those created <br />by this Charter and may prescribe the functions of <br />all departments, boards and commissions, except that <br />no function assigned by this Charter to a particular <br />department, board or commission may be discontinued <br />or, unless this Charter specifically so provides, <br />assigned to any other department, board or commission. <br /> <br />PROPOSITION NO. 6 <br /> <br />Shall Article IV, Section 21, relating to directors of <br />departments, be amended, so that said section, as so <br />amended, shall read as follows: <br /> <br />At the head of each department, there shall be a direc- <br />tor, who shall be an officer of the city and shall <br />have supervision and control of the department, subject <br />to the city manager. The city manager may designate <br />the same individual as a director of two or more de- <br />partments and may require the director of a department <br />to serve as head of one or more divisions. <br /> <br />PROPOSITION NO. 7 <br /> <br />Shall Article VI, Section 27, relating to the director <br />of finance, be amended, so that said section, as so <br />amended, shall read as follows: <br /> <br />The city manager shall be the director of finance, unless <br />otherwise provided by the council, in which event the <br />director shall be appointed by the city manager. He <br />shall have knowledge of municipal accounting and taxation <br />and shall have experience in budgeting and financial <br />control° He shall provide a bond, furnish by an accred- <br />ited surety company acceptable to the council in such <br />amount as the council may require, the cost of which <br />shall be paid by the city.
