(2) Annual budget.. Prepare the budget annually and submit it to the council and be responsible for its administration after adoption; (3) Annual report. Prepare and submit to the council, as of the end of the fiscal year, a complete report on the finances and administrative activities of the city for the preceding year; (4) Advice, etc., to council. Keep the council advised of the financial condition and future needs of the city and make such recommendations as may seem to him desirable; (5) Enforcement of laws, etc. Enforce all laws and ordinances and see that all contracts and franchises are faithfully performed; (6) Additional duties~ Perform such other duties as may be prescribed by this Charter or required of him by the council, not inconsistent with this Charter. PROPOSITI@M NO. 5 Shall Article IV, Section 20, relating to administrative departments and agencies, be amended, so that said sec- tion, as so amended~ shall read as follows: The council may establish administrative departments, boards and commissions in addition to those created by this Charter and may prescribe the functions of all departments, boards and commissions, except that no function assigned by this Charter to a particular department, board or commission may be discontinued or, unless this Charter specifically so provides, assigned to any other department, board or commission. PROPOSITION NO. 6 Shall Article IV, Section 21, relating to directors of departments, be amended, so that said section, as so amended, shall read as follows: At the head of each department, there shall be a direc- tor, who shall be an officer of the city and shall have supervision and control of the department, subject to the city manager. The city manager may designate the same individual as a director of two or more de- partments and may require the director of a department to serve as head of one or more divisions. PROPOSITION NO. 7 Shall Article VI, Section 27, relating to the director of finance, be amended, so that said section, as so amended, shall read as follows: The city manager shall be the director of finance, unless otherwise provided by the council, in which event the director shall be appointed by the city manager. He shall have knowledge of municipal accounting and taxation and shall have experience in budgeting and financial control° He shall provide a bond, furnish by an accred- ited surety company acceptable to the council in such amount as the council may require, the cost of which shall be paid by the city.
