shall contract for, purchase, store and distribute <br />all supplies, materials and equipment required by <br />any office, department or agency of the city. The <br />purchasing agent shall also have power and be re- <br />quired to: <br /> <br />(1) Establish and enforce specifications with respect <br />to supplies, materials and equipment required by the <br />city. <br /> <br /> (2) Inspect or supervise the inspection of all de- <br /> liveries of supplies~ materials and equipment, and <br /> determine their quality, quantity and conformance with <br /> specifications. <br /> <br /> (3) Have charge of such general storerooms and ware- <br /> houses as the city may maintain. <br /> <br /> (4) Transfer to or between offices, departments or <br /> agencies, or sell surplus, obsolete~ or unused supplies, <br /> materials or equipment subject to procedures established <br /> by the council° <br /> <br />PROPOSITION NO. 9 <br /> <br />Shall Article VII, Section 49, relating to the per- <br />sonnel department, be amended, so that said section, <br />as so amended, shall read as follows: <br /> <br />The department of personnel shall consist of a per- <br />sonnel director and a civil service board of five <br />members. <br /> <br />PROPOSITION NO. 10 <br /> <br />Shall Article VII, Section 50, relating to the civil <br />service board, be amended, so that said section, as <br />so amended, shall read as follows: <br /> <br />~-~embers of the board shall be appointed by the council, <br />which shall designate one of the five as chairman; <br />and they shall serve without compensation. They shall <br />be appointed for a term of three years except that <br />of the members appointed as the result of the increase <br />from three to five members, one shall be appointed to <br />serve for two years and one for three years. Vacancies <br />shall be filled by the council by appointment for the <br />remainder of the term. A member of the board may be <br />removed by the council for cause~ after being given <br />a written statement of the charges against him <br />and after a public hearing thereon, if requested by <br />him. A certified copy of the charges and a transcript <br />of the record of any hearing thereon shall be filed <br />with the city clerk. <br /> <br />PROPOSITION NO. 11 <br /> <br />Shall Article VII, Section 60, relating to prohibited <br />acts by employees, be amended, so that said section, <br />as so amended, shall read as follows: <br /> <br />No person in the classified service of the city or seek- <br />ing admission thereto shall be appointed, promoted, <br />reduced, removed, or in any other way favored or dis- <br />criminated against because of race, sex, religion, <br />national origin, age, ancestry, or political opinions <br />or affiliations° No person shall wilfully or corruptly <br /> <br />YES <br /> <br />!YES <br /> <br />i <br />~ NO <br /> <br />'.YES <br /> <br />-14- <br /> <br /> <br />
