(3) Have charge of such general storerooms and warehouses <br />as the city may maintain° <br /> <br />(4) Transfer to or between offices, departments or agencies, <br />or sell surplus, obsolete, or unused supplies, materials <br />or equipment subject to procedures established by the <br />council. <br /> <br />PROPOSITION NO. 9 <br /> <br />Article VII, Section 49, is hereby amended by providing that the civil <br />service board be enlarged from three to five members, so that said <br />section as so amended, shall read as follows: <br /> <br />The department of personnel shall consist of a personnel <br />director and a civil service board of five members. <br /> <br />PROPOSITION NO. 10 <br /> <br />Article VII, Section 50, is hereby amended by striking the provision <br />that the city manager shall serve as personnel director or delegate <br />such duties, by changing the word "three'~ to "five" in reference to <br />the number of members, and by providing that of the members appointed <br />as the result of the increase from three to five members~ one shall <br />be appointed to serve for two years and one for three years, so that <br />said section as so amended, shall read as follows: <br /> <br />Members of the board shall be appointed by the council, <br />which shall designate one of the five as chai'rm~n <br />and they shall serve without compensation. They shall <br />be appointed for a term of three years except that of <br />the members appointed as the result of the increase <br />from three to five members, one shall be appointed to <br />serve for two years and one for three years. Vacancies <br />shall be filled by the council by appointment for the <br />remainder of the term° A member of the board may be <br />removed by the council for cause, after being given a <br />written statement of the charges against him <br />after a public hearing thereon, if requested by <br />him. i certified copy of the charges and a transcript <br />ox the record of any hearing thereon shall be filed with <br />the city clerk. <br /> <br />PROPOSITION NO. 11 <br /> <br />Article VII, Section 60, is hereby amended by adding the words sex, <br />religion, national origin, age and ancestry to a list of grounds <br />which are prohibited in the consideration of persons for appointment <br />toy promotion within, or removal from the classified service of the <br />city, by eliminating the words '~public office" and substituting in <br />lieu thereof the phrase "positions of councilman or mayor of the <br />city" in denominating the offices sought by a candidate which would <br />disqualify an employee of the city from continuing in his <br />employment, by adding persons in the unclassified service to those <br />persons in the classified service to which certain prohibited acts <br />apply in connection with their employment, and by eliminating the <br />phrase "any political organizatiol, or any candidate for public <br />office" and substituting in lieu thereof the phrase "any candidate <br />for councilman or mayor of the city" in describing the prohibited <br />objects of contributions on the part of employees of the city, so <br />that said section as so amended, shall read as follows: <br /> <br />No person in the classified service of the city or <br />seeking admission thereto shall be appointed, promoted, <br />reduced, moved, or in any other way favored or dis- <br />criminated against because of race, sex, religion, <br />national origin, age, ancestry, or political opinions <br /> <br />-7- <br /> <br /> <br />
