Session 1792

MINUTES OF THE UNIVERSITY CITY COUNCIL

September 11, 2000

At a regular meeting of the City Council of University City held in the Council Chambers of
City Hall on Monday, September 11, 2000, Mayor Joseph L Adams called the meeting to
order at 7:30 p.m. In addition to the Mayor, the following members of the Council were
present:
Ms. Cassandra Colquitt
Mr. Wayne Munkel
Mr. Robert G. Wagner
Mr. Larry Lieberman
Mr. Paul Schoomer
Mr. Arthur Sharpe, Jr.

EXCUSED: City Clerk Leisha Meine-Forsythe. Also present was City Manager Frank
Ollendorff.

MINUTES:

Mr. Sharpe moved approval of the regular session minutes from August 21, 2000. Ms.
Colquitt seconded the motion, which carried unanimously.

RESOLUTION - TRANSPORTATION ENHANCEMENT FUND GRANT:

Mayor Adams read a resolution which will provide transportation enhancement grant funds
to help improve Olive Boulevard. The City will be getting matching funds to do this work.

Mr. Schoomer moved adoption. Mr. Munkel seconded the motion, which carried
unanimously.

CITY MANAGER'S REPORTS:

AGENDA #1 - CONSENT CALENDAR (7 ITEMS):

#1 - Street & Alley Assessment Rates: Each year the City Council reviews the costs of
paving previously unimproved streets and alleys and determines the rate of assessment for
adjacent properties petitioning for paving. Our costs this past year indicates that no change
is needed in the rates. Mr. Ollendorff therefore recommends that the Council adopt the old
rates of $24.00 per abutting foot for alley paving and a rate of $41.20 per abutting foot for
new street improvements. We have not had a petition for this type of improvement for
