Session 1792
September 11, 2000

Mayor Adams asked the applicants to come up to speak and answer questions.

Dave Sansoucie, Environmental Science & Engineering, is the engineer for the project. He
also introduced George Hale, the Area Manager for White Castle Systems, Inc. Mr.
Sansoucie said that their main concern was the 24 hour operation and the Plan
Commission did vote unanimously to allow the 24 hour drive thru operation.

Responding to Mr. Lieberman, Mr. Sansoucie said that on midnight on Friday and
Saturday, the lobby and dining area would be closed. It would be closed at 11:00 p.m.
Sunday through Thursday. The drive thru would open 24 hours a day. Mr. Hale stated that
one of the compromises at the Plan Commission meeting is that White Castle would agree
to provide security guards, if necessary. Mr. Hale stated that without a 24 hour operation,
they would have to consider seriously about being at that location.

Responding to Mr. Wagner, Mr. Hale stated that White Castle operates 345 restaurants so
he is familiar with working cooperatively with neighborhoods. They will do everything they
possibly can, but to change hours in mid operation does not make good economic sense.

Responding to Mr. Munkel, Mr. Hale said that they do not expect a whole lot of business
between midnight and 6 am, but it does add up over 364 days a year. Mr. Hale said that
they close some lobbies in other locations, but 24 hours is their way to do business.

Mr. Ollendorff asked how they keep people quiet in all of their restaurants at 2 a.m. Mr.
Hale stated that they strive for two minute drive thru service, which gets people on and off
quickly. With their speaker system, if you do not turn your radio down, they can't take your
order.

Responding to Mr. Schoomer, Mr. Hale stated that they are expecting to have anywhere
from three to six employees from midnight to 6 a.m.

Ms. Colquitt stated that she visited the White Castle on New Halls Ferry and the officers on
duty made sure the drive thru-ers got off the property quickly. They also did not allow any
loud music.

Ted Siegesky, 7430 Melrose, is representing the Musick Neighborhood. Most of their
concerns were addressed by the Plan Commission. They were concerned with traffic and
noise. They believe the City Manager's suggestion to wait on the drive thru for six months
is a good compromise.

Mr. Sharpe would like to amend the conditional use to allow the restaurant to operate for
24 hours, which will be reviewed in a six month period as to whether any problems occur.

6
