Commission, the Zoning Administrator shall immediate- <br />ly notify the Commission of this decision. The <br />Zoning Administrator may approve applications for <br />permits to demolish, prior to forwarding such appli- <br />cation to the Historic Preservation Commission, only <br />for emergency demolitions when so certified by the <br />Building Commissioner or classes of structures which <br />are specifically exempt under rules duly established <br />by the Historic Preservation Commission. <br /> <br />SECTION 34-118.5 APPEALS <br /> <br />A decision by the Zoning Administrator to approve or not <br />to approve an application for permission to demolish a <br />building or structure shall be considered a decision of <br />the Zoning Administrator within the meaning of Section <br />34-67.1 of this Chapter and may be appealed to the Board <br />of A~]justment in accordance with the provisions of <br />Section 34-67 of this Chapter. In the event an appeal is <br />filed, the Zoning Administrator shall not issue the <br />permit for a period of thirty (30) days. <br /> <br />SECTION 34-119. AMENDMENTS TO ZONING CODE <br /> <br />a. The Zoning Administrator shall forward to the <br /> Historic Preservation Commission a copy of all Plan <br /> Commission recommendations regarding applications for <br /> rezoning or 8~nendments to the Zoning Code. The <br /> Historic Preservation Commission may review such <br /> recommendations and appear at public meetings held by <br /> the City Council to present the views of the <br /> Commission. The recommendations of the Historic <br /> Preservation Commission are not required for amending <br /> the Zoning Code. <br /> <br />b. The Historic Preservation Commission may initiate <br /> Zoning Ordinance Amendments by recommendation to the <br /> Planning Commission. Such recommendations shall be <br /> filed with the Zoning Administrator. <br /> <br />SECTION 34-120. DETERIORATION <br /> <br />SECTION 34-120.1 ABANDONED BUILDINGS OR STRUCTURES <br /> <br />The Historic Preservation Commission may make a written <br />request to the Building Commissioner to exercise the <br />powers granted to the Building Commissioner under the <br />Codes and Ordinance of the City for the boarding up of <br />entries and other openings to any abandoned building or <br />structure which is an Historic Landmark or within an <br />Historic District or which the Commission deems to be a <br />potential Historic Landmark, in order to secure the <br />building or structure against vandalism or unlawful <br />entry. City budget and legal procedures and policies <br />shall be adhered to in the event such recommendation is <br />accepted. <br /> <br />Section 34-120.2 UNFIT STRUCTURES <br /> <br />Whenever the Building Commissioner determines that a <br />Historic Landmark or a building, structure or humanly <br />constructed object located within the boundaries of a <br />Historic District has become unfit and is detrimental to <br />the public health, safety or welfare, the Building <br />Commissioner shall notify the Commission of the findings <br />and the proposed actions. <br /> <br />SECTION 34-121 CITY RECORDS <br /> <br />a. The Building Commissioner shall maintain permanent <br /> records of Building Permits, permits to demolish, <br /> Code violations with respect to Historic Landmarks <br /> <br />10 <br /> <br /> <br />
