SECTION 34-122.2 DISTRICT REGULATIONS <br /> <br />No major change in landscaping or construction, place- <br />ment, demolition, removal, or substantial exterior <br />alterations of any structure shall take place; nor shall <br />any exterior installation of electrical, mechanical, or <br />utility devices, such as cooling towers, meters, trans- <br />formers or poles, take place; nor shall any change or <br />installation of street furniture take place; nor shall <br />any changes be made to the interior center hall and <br />staircase, nor to the former E. G. Lewis office, nor to <br />the fifth floor in the City Hall; nor shall any changes <br />be made to the first and second floor lobbies, hall and <br />stairways, third floor former studio space and the <br />Auditorium of the Ward Building; nor shall any permits be <br />issued by the City for any such work without first <br />referring the matter to the Historic Preservation Commis- <br />sion for review of the proposed construction, placement, <br />demolition, removal or alterations, to determine <br />conformity with the standards established for this <br />district. To reach its determination, the Commission <br />shall require the submission of plans and specifications <br />necessary to a decision concerning the appropriateness of <br />the proposed undertaking. <br /> <br />SECTION 34-122.3 DISTRICT STANDARDS <br /> <br />In reviewing applications within this district, the <br />Historic Preservation Commission shall be guided by the <br />following standards: <br /> <br />ao <br /> <br />In reviewing an application for a proposed under- <br />taking that involves a color change or alteration <br />that affects the external appearance of any building, <br />structure or part thereof or any appurtenance related <br />thereto or that affects the interior spaces desig- <br />nated above, the Commission shall approve such <br />proposed undertaking only if it is satisfied that the <br />historical and general architectural character of the <br />building, structure or appurtenance will be properly <br />preserved. <br /> <br />bo <br /> <br />No specific architectural style shall be required for <br />the construction of a new building, building addition <br />or other structure, but the Commission shall not <br />approve such proposed undertaking unless it makes a <br />determination that it is compatible with other build- <br />ings and structures in the district, and with open <br />spaces to which it may be visually related in terms <br />of form, proportion, scale, configuration, arrange- <br />ment of openings, rhythm of elements, architectural <br />details, building materials, texture, color, and <br />location on the lot. <br /> <br />Co <br /> <br />The Historic Preservation Commission may prepare and <br />recommend to the City Council, with review oppor- <br />tunity to the Plan Commission and general public, a <br />plan for the future development of this District <br />which, following adoption, shall be utilized in the <br />review of any proposed development as well as in the <br />proposing of development by the Commission. <br /> <br />12 <br /> <br /> <br />
