appointed by the Company; and one (1) will be appointed by the University City <br />School District. Ex-officio members shall receive all minutes of all meetings <br />of CALOP~ and may submit written reports and recommendations. Ex-officio <br />members may comment during any public discussion segment of any meeting. <br /> <br /> Section 3. Qualifications of voting members. Voting members must <br />be residents of University City during their term in office. They may bold no <br />other office in the City government nor may they be an officer, employee or <br />consultant for any potential grantee agency of CALOP funds. Each member must <br />have a background or kmowledge of at least one of the following three (3) <br />areas; telecasting/cablecasting; educational programs; an{] cultural activi- <br />ties. There shall be at least two (2) members with background or knowledge of <br />each of the following three (3) areas; telecasting/cablecasting; educational <br />programs; and cultural activities. <br /> <br /> Section 4~ Compensation; vacancies. Voting members shall not <br />receive any compensation for service but may be reimbursed for actual <br />expenses. Members shall serve until their successor has been duly appointed. <br />Vacancies shall be filled by the City Council in like manner as original <br />appointment, which shall be for the unexpired term only. <br /> <br /> Section 5. Responsibilities. It shall be the duty and responsi- <br />bility of CALOP to study the educational and cultural proRramminR needs of <br />University City and to encourage the development of programs to meet those <br />needs. To meet those duties and responsibilities CALOP will, within six (6) <br />months from the effective date of this Ordinance, draft a five (5) year plan <br />for the educational and cultural cablecasting programming goals and objectives <br />for University City. CALOP shall have a public hearing before and after the <br />drafting of the five (5) year plan and shall then submit the plan to the City <br />Council for comment within forty-five (45) days following the final public <br />hearing. <br /> <br /> The five (5) year plan shall include, but not be limited to a state- <br />ment of current cablecasting programming available to University City; the <br />objectives of programming needed by the City as a whole; any additional cable- <br />casting programming needs given in a prioritized order, with the greatest <br />needs listed first; and methods by which to obtain increased and improved <br /> <br /> <br />
