INTRODUCED BY COUNCILMEMBER SCHOOMER <br /> BILL NO. 7602 ORDINANCE NO. 5398 <br /> AN ORDINANCE AMENDING THE ORDINANCE WHICH ESTABLISHED THE <br /> UNIVERSITY CITY LOOP SPECIAL BUSINESS DISTRICT, ENACTED BY s <br /> ORDINANCE NO. 5247 ON THE 20TH DAY OF OCTOBER, 1980, BY <br /> AMENDING SECTION 8 OF SAID ORDINANCE SO THAT THE ELECTIONS <br /> FOR THE MEMBERS OF THE ADVISORY COMMISSION WILL BE HELD AT <br /> THE FIRST MEETING OF THE COMMISSION IN A NEW CALENDAR YEAR <br /> AND NOT NECESSARILY IN THE MONTH OF JANUARY. <br /> i <br /> WHEREAS, the City Council of University City, by Ordinance No. 5247 <br /> which was enacted on the 20th day of October, 1980, established the University <br /> City Loop Special Business District; and <br /> WHEREAS, the requirements contained in Section 8 of said Ordinance <br /> have proved to be too restrictive on said Commission; and <br /> WHEREAS, the University City Council desires to give the Loop Special <br /> Business District more flexibility in arranging more convenient meetings. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVER- <br /> SITY CITY, MISSOURI, AS FOLLOWS: <br /> Section 1. It is the intent of the City Council to allow more <br /> freedom and flexibility in the scheduling of meetings for the University City <br /> t <br /> Loop Special Business District thus Section 8 of Ordinance No. 5247, which was <br /> i <br /> enacted on the 20th day of October, 1980, shall be amended by deleting from <br /> f <br /> paragraph 8(A) the requirement that elections for Advisory Commission be held <br /> annually, and substitute in lieu thereof that the elections be held annually <br /> for the Advisory Commission at the first meeting of the Commission in the new <br /> calendar year, and substituting the following which shall henceforth be read in <br /> its place instead: <br /> Section 8. Duties of Advisory Commission: The advisory Commission <br /> has the responsibility of performing the primary adminstrative functions of the <br /> District. These functions include, but are not limited to, the following: <br /> A. Officers and Committees - The original members of the <br /> Advisory Commission shall meet within thirty (30) days of <br /> their appointment and organize themselves by the election <br /> of one of their number as Chairman, another as Vice <br /> Chairman, and yet another as Secretary-Treasurer, and by <br /> the election of such other officers as they may deem <br /> necessary. Thereafter, new elections among the members of <br /> the Advisory Commission for all officer positions shall <br /> occur annually at the first meeting of the Commission in <br /> the new calendar year. The Chairman, Vice Chairman, and <br /> Secretary-Treasurer of the Advisory Commission shall func- <br /> tion as an Executive Committee, and the members of the <br /> Advisory Commission may create such other committees as <br /> they deem necessary. <br />
