INTRODUCED BY COUNCILMEMBER SCHOOMER BILL NO. 7602 ORDINANCE NO. 5398 AN ORDINANCE AMENDING THE ORDINANCE WHICH ESTABLISHED THE UNIVERSITY CITY LOOP SPECIAL BUSINESS DISTRICT, ENACTED BY s ORDINANCE NO. 5247 ON THE 20TH DAY OF OCTOBER, 1980, BY AMENDING SECTION 8 OF SAID ORDINANCE SO THAT THE ELECTIONS FOR THE MEMBERS OF THE ADVISORY COMMISSION WILL BE HELD AT THE FIRST MEETING OF THE COMMISSION IN A NEW CALENDAR YEAR AND NOT NECESSARILY IN THE MONTH OF JANUARY. i WHEREAS, the City Council of University City, by Ordinance No. 5247 which was enacted on the 20th day of October, 1980, established the University City Loop Special Business District; and WHEREAS, the requirements contained in Section 8 of said Ordinance have proved to be too restrictive on said Commission; and WHEREAS, the University City Council desires to give the Loop Special Business District more flexibility in arranging more convenient meetings. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVER- SITY CITY, MISSOURI, AS FOLLOWS: Section 1. It is the intent of the City Council to allow more freedom and flexibility in the scheduling of meetings for the University City t Loop Special Business District thus Section 8 of Ordinance No. 5247, which was i enacted on the 20th day of October, 1980, shall be amended by deleting from f paragraph 8(A) the requirement that elections for Advisory Commission be held annually, and substitute in lieu thereof that the elections be held annually for the Advisory Commission at the first meeting of the Commission in the new calendar year, and substituting the following which shall henceforth be read in its place instead: Section 8. Duties of Advisory Commission: The advisory Commission has the responsibility of performing the primary adminstrative functions of the District. These functions include, but are not limited to, the following: A. Officers and Committees - The original members of the Advisory Commission shall meet within thirty (30) days of their appointment and organize themselves by the election of one of their number as Chairman, another as Vice Chairman, and yet another as Secretary-Treasurer, and by the election of such other officers as they may deem necessary. Thereafter, new elections among the members of the Advisory Commission for all officer positions shall occur annually at the first meeting of the Commission in the new calendar year. The Chairman, Vice Chairman, and Secretary-Treasurer of the Advisory Commission shall func- tion as an Executive Committee, and the members of the Advisory Commission may create such other committees as they deem necessary.
