BILL NO. <br /> <br />7606 <br /> <br />INTRODUCED BY COUNCILMEMBER SCHOOMER <br /> <br /> ORDINANCE NO. <br /> <br />5402 <br /> <br />AN ORDINANCE FINDING THAT A CERTAIN BLIGHTED AREA EXISTS <br />IN THE CITY OF UNIVERSITY CITY, AND THAT THE REDEVELOP- <br />MENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST <br />UNDER CHAPTERS 353 AND 99 OF THE REVISED STATUTES OF <br />MISSOURI, 1978, AS AMENDED, AND IS IN THE INTEREST OF <br />PUBLIC HEALTH, SAFETY, MORALS AND GENERAL WELFARE OF THE <br />PEOPLE OF THE CITY OF UNIVERSITY CITY; CONTAINING AN <br />EMERGENCY CLAUSE. <br /> <br /> WHEREAS, by reason of age, obsolescence, inadequate or outmoded <br /> design or physical deterioration, the area described in Exhibit A attached <br /> hereto (the "Blighted Area") has become an economic and social liability, by <br /> reason of which such conditions are conducive to ill health, transmission of <br /> disease, crime or inability to pay reasonable taxes; and <br /> <br /> WHEREAS, by reason of the predominance of defective or inadequate <br /> street layout, insan itary or unsafe cond it ions, deter iorat ion of s ite <br /> improvements, improper subdivision or obsolete platting, and the existence of <br /> conditions which endanger life or property by fire and other causes, the <br /> Blighted Area retards the provision of housing accommodations or constitutes <br /> an economic or social liability or a menace to the public health, safety, <br /> morals or welfare in its present condition or use; and <br /> <br /> WHEREAS, the clearance, replanning, rehabilitation or reconstruc- <br />tion of the Blighted Area, and the provision for such industrial, commercial, <br />residential, recreational, or public structures and spaces as may be <br />appropriate, including other facilities incidental or appurtenant thereto, is <br />necessary and in the public interest under Chapters 353 and 99 of the Revised <br />Statutes of Missouri, 1978, as amended, and is necessary in the interest of <br />public health, safety, morals and general welfare of the people of the City <br />of University City; and <br /> <br /> WHEREAS, such conditions are beyond remedy and control solely by <br />regulatory process in the exercise of the police power and cannot be dealt <br />with effectively by ordinary private enterprise without the aids provided in <br />the Urban Redevelopment Corporations Law, Chapter 353, Revised Statutes of <br />Missouri, 1978, as amended, and in the Land Clearance for Redevelopment Law, <br />Chapter 99, Revised StatUtes of Missouri, 1978, as amended. <br /> <br /> <br />
