BILL NO. INTRODUCED BY COUNCILMEMBER LEVY 7608 ORDINANCE NO. 54O4 AN ORDINANCE RATIFYING AND CONFIRMING THAT THE LEWIS CENTER REDEVELOPMENT AREA IS ,A BLIGHTED ARE~APPROVING THE DEVELOPMENT PLAN SUBMITTED ON BEHALF OF LEWIS CENTER REDEVELOPMENT CORPORATION; FINDING THAT SUCH DEVELOPMENT PLAN CONFORMS TO THE COMPREHENSIVE PLAN OF THE CITY; AUTHORIZING THE LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY OF THE CITY OF UNIVERSITY CITY TO ENTER INTO A REDEVELOPMENT CONTRACT WITH LEWIS CENTER REDEVELOPMENT CORPORATION; PROVIDING FOR TAX ABATEMENT IN ACCORDANCE WITH CHAPTER 353, REVISED STATUTES OF MISSOURI, 1978, AS AMENDED; INCORPORATING BY REFERENCE CHAPTER 353 REVISED STATUTES OF MISSOURI lq69, AS AMENDED; AND CONTAINING AN EMERGENCY CLAUSE. WHEREAS, McCormack, Baron and Associates, on behalf of Lewis Center Redevelopment Corporation, a Missouri corporation, and Lewis Center Associ- ates, a Missouri limited partnership (collectively, the "Developer"), did on May 11, 1983, duly submit a proposed plan of development (the "Development Plan") to the City Plan Commission for the development of the real estate described in Exhibit A attached hereto and known as the Lewis Center Redevelopment Area (the "Project Area"); and WHEREAS, thereafter the City Plan Commission did make an independent study and investigation of the Development Plan and thereafter on June i, 19g3, did adopt a resolution approving th Development Plan, which resolution was duly transmitted to the Mayor and the City Council on June 2, 1983; and WHEREAS, the City Plan Commission determined that the Development Plan is in the public interest and serves a public purpose; and WHEREAS, the City Council by Ordinance No. 5402 declared the Project Area to be blighted in the manner described in Chapters 99 and 353 of the Revised Statutes of Missouri, 1Q7R, as amended; and WHEREAS, the City Council advertised in a newspaper of ~eneral circulation in the City of University City that a public hearing would be held by the City Council on the Redevelopment Plan and said public hearing was held at the time and place designated in said notice, and all those interested in being heard were given a reasonable opportunity to exmress their views.
