Washington Avenue: On the north side thereof on' Wednes- <br /> day only and on the south side thereof on Monday only, <br /> from Trinity Avenue to Melville Avenue, between the hours <br /> Of 9:00 A.M. and 12:00 Noon. <br /> Westgate Avenue: On the east side thereof on Wednesday <br /> only and on the west side thereof on Monday only, from <br /> Delmar Boulevard to Olive Boulevard, between the hours of <br /> 9:00 A.M. and 12:00 Noon. <br /> Westmoreland Drive: On both sides from Big Bend Boule- <br /> vard to Williams Avenue between the hours of 10:00 A.M. <br /> and 2:00 P.M. on every day of the week except Saturday, <br /> Sunday and holidays. <br /> West Point Court: On both sides thereof from University <br /> Drive to Pershing Avenue between the hours of 9:00 A.M. <br /> and 11:00 A.M. <br /> Section 2. This ordinance shall not be construed so as to relieve <br /> any person, firm or corporation from any penalty heretofore incurred by the <br /> violation of Section 21-133, nor bar the prosecution for any such violation. <br /> Section 3. Any person, firm or corporation violating any of the <br /> provisions of this ordinance, shall, upon conviction thereof, be subject to <br /> the penalty provided in Chapter 19 Section 1-9 of the Municipal Code of the <br /> City of University City. <br /> Section 4. This Ordinance is hereby declared to be necessary for <br /> the immediate preservation of the public health and safety of the citizens of <br /> this City, and as such is an emergency ordinance which shall take immediate <br /> effect upon its passage. <br /> Section 5.
