<br /> BILL NO. 7623 ORDINANCE NO. 5419
<br /> AN ORDINANCE FINDING THAT A CERTAIN AREA IS A BLIGHTED AREA
<br /> AS DEFINED UNDER CHAPTER 353 OF THE REVISED STATUTES OF
<br /> MISSOURI, 1969, AS AMENDED, AND THAT THE REDEVELOPMENT OF
<br /> SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST OF THE
<br /> PEOPLE OF THE CITY OF UNIVERSITY CITY.
<br /> WHEREAS, the City Plan Commission has recommended that the area here-
<br /> inafter described is a blighted areas as defined under Chapter 353 of the
<br /> Revised Statutes of Missouri, 1969, as amended, and that this ordinance is
<br /> necessary and in the public interest; and
<br /> WHEREAS, by reason of age, obsolescence, inadequate or outmoded
<br /> design, or physical deterioration, such area has become an economic and social
<br /> 4
<br /> liability, by reason of which such conditions are conducive to ill health,
<br /> transmission of disease, crime or inability to pay reasonable taxes; and
<br /> WHEREAS, the clearance, replanning, rehabilitation or reconstruction
<br /> of such area, and the provisions for such industrial, commercial, residential,
<br /> recreational or public structures and spaces as may be appropriate, including
<br /> other facilities incidental or appurtenant thereto, is necessary and in the
<br /> public interest under Chapter 353 of the Revised Statutes of Missouri, 1969, as
<br /> amended, and is necessary in the interest of public health, safety, morals, and
<br /> general welfare of the people of the City of University City; and
<br /> WHEREAS, such conditions are beyond remedy and control solely by regu-
<br /> latory process in the exercise of the police power and cannot be dealt with
<br /> effectively by ordinary private enterprise without the aids provided in the
<br /> "Urban Redevelopment Corporation Law", set forth in Chapter 353, Missouri
<br /> Revised Statutes, 1969, as amended.
<br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVER-
<br /> SITY CITY, MISSOURI, AS FOLLOWS:
<br /> Section 1. There exists within the City of University City a blighted
<br /> area as defined by Section 353.020, Revised Statutes of Missouri, 1969, as
<br /> amended, described as follows:
<br /> Lot 8 and part of Lot 7 in Block 2 of UNIVERSITY HEIGHTS
<br /> Amended Subdivision No. 2, according to the plat thereof
<br /> recorded in Plat Book 7, page 69, of the St. Louis County
<br /> Records, with all improvements thereon, also known and
<br /> numbered 6900 Delmar Boulevard, University City, Missouri.
