MENT BE MADE. WHEREAS, the Council of the City of University City, Missouri, did ' i adopt a resolution on the 23rd day of August, 1982, for the work of improving Gay Avenue extending from Gannon. Avenue. .t.o. Stanford Avenue a distance of approximately Six Hundred Thirty (630) feet, in the City of University City, Missouri, and setting forth the estimated "Whole .Cost" thereof, which cost included the expenses estimated to be incurred by. the City for surveys, plans, supervision, engineering services and all other.Ci.ty expenses necessary to complete the work satisfactorily; said "Whole Cost" to be paid for partially by a special assessment-. or tax_ against. -the abutting.-property in the name or names of the owner or owners thereof within the limits of the benefit district and partially in cash.by_the.City of University City, Missouri, out of avail- able City funds; that the said special tax bills evidencing such assessment be issued to the contractor in payment for the tax bill portion of said work, and fixing a date for public hearing thereon; and WHEREAS, notice. of, .said.__..public_"hearing was published in the St. Louis Countian, a...newspaper.. .of_ gener.al. .circulation published in St. Louis County, Missouri., on_the. _ 7.th day..of September, 1982, providing that said public hearing be held on the. 20th day of September, 1982; and WHEREAS, said _public hearing was duly held on the 20th day of September, 1982, and all sugges.tions..or...objections..._concerning said improvement were duly heard and considered. by. .the___Council and the Council thereafter directed the City Manages to. cause plans., specifications and detailed estimates of cost_ for the proposed improvement to be prepared and submitted to the City Council for approval; and
