The action of the City Manager in awarding to R & E <br /> Asphalt Service, Inc. the contract for improving Fairham Avenue extending <br /> from North & South Boulevard to Harrison Avenue, a public street in the City <br /> of University City, Missouri, designated as Project No. 763, in accordance <br /> F <br /> 3 <br /> with the plans and specifications on file in the office of the City Engineer, <br /> and as described in and authorized under Ordinance No. 5428, passed the twenty f <br /> first day of May, 1984, is hereby approved and confirmed. <br /> Section 2. This Ordinance is hereby declared to be necessary to <br /> 3 <br /> avoid undue approval delay and assure completion during the 1984 construction <br /> season, and as such is an emergency ordinance which shall take immediate <br /> effect upon its passage. <br /> Section 3.
