INTRODUCED BY COUNCILMEMBER METCALFE BILL NO. 7649 ORDINANCE NO . 5445 AN ORDINANCE FINDING THAT A CERTAIN BLIGHTED AREA EXISTS IN THE CITY OF UNIVERSITY CITY , AND THAT THE REDEVELOP- ; MENT OF SUCH AREA ,IS NECESSARY AND IN THE PUBLIC INTEREST UNDER CHAPTER 353 OF .THE REVISED STATUTES OF MISSOURI , 1978 , AS AMENDED , AND IS IN THE INTEREST OF PUBLIC HEALTH , SAFETY , MORALS AND GENERAL WELFARE OF THE PEOPLE OF THE CITY OF UNIVERSITY CITY ; CONTAINING AN EMERGENCY CLAUSE . WHEREAS , by the reason of age , obsolescence , inadequate or outmoded design or physical deterioration , the area described in Exhibit A attached hereto ( the "Blighted Area") has become an economic and social liability , by reason of which such conditions are conducive to ill health , transmission of disease , crime or inability to pay reasonable taxes ; and WHEREAS , by reason of the predominance of defective or inadequate street layout , insanitary or unsafe conditions , deter- ioration of site improvements , improper subdivision or obsolete platting , and the existence of conditions which endanger life or property by fire and other causes , the Blighted Area retards the provision of housing accommodations or constitutes an economic or social liability or a menace to the public health , safety , morals or welfare in its present condition or use ; and WHEREAS , the clearance , replanning , rehabilitation or recon- struction of the Blighted Area , and the provision for such indus- trial , commercial , residential , recreational , or public structures and spaces as may be appropriate , including other facilities incidental or appurtenant thereto , is necessary and in the public interest under Chapter 353 of the Revised Statutes of Missouri , 1978 , as amended , and is necessary in the interest of public health , safety , morals and general welfare of the people of the City of University City ; and WHEREAS , such conditions are beyond remedy and control solely by regulatory process in the exercise of the police power and cannot be dealt with effectively by ordinary private enterprise without aids provided in the Urban Redevelopment Cor,porations Law , Chapter 353 , Revised Statutes of Missouri , 1978 , as amended .
