Acquisition of Public Property <br /> The developer has reached agreement with the City of University <br /> City to purchase a parcel of land between the project site western <br /> boundary and the Ackert Walkway Park, previously used as street car <br /> right-of-way , proposed to be used as parking . No other acquisition <br /> of public property is proposed . <br /> T. Fair Employment Practices <br /> It is', and has been , the policy of Westminster and its related <br /> entities to support affirmative action in equal opportunity employ- <br /> ment . To that end , Westminster has used its relationships with <br /> neighborhood and area-wide non-profit organizations to solicit and <br /> refer qualified neighborhood and minority contractors to bid on pro- <br /> jects . In past jobs , minority firms have worked in the following <br /> areas : masonry , electrical , excavation , carpentry , plumbing, drywall , <br /> painting , concrete , landscaping , and common labor. <br /> a <br /> The Donaldson Court Apartments will be developed with adherence <br /> to the requirements of Davis-Bacon and related acts . <br /> U. Economic Benefits of the Development <br /> The rehabilitation of the existing structures at the northwest <br /> corner of Delmar and Westgate will inject nearly $3 million in the <br /> Parkview Gardens/Loop Neighborhood , will generate additional jobs in <br /> construction and management , and provide forty-five additional standard <br /> living units in the City of University City. The project will have a <br /> positive impact on other properties in the neighborhood , encouraging <br /> further reinvestment . <br /> After the tax-abatement period , the property will be assessed at <br /> its full- valuation and returned to the city tax rolls at. a much higher <br /> level than had the building not been rehabilitated . <br /> X. Tax Abatement , <br /> ' l <br /> Donaldson Redevelopment Corporation, is requesting that all real <br /> property within the development area be taxed in. a manner provided for <br /> -in Section 353 . 110 , Revised Statutes of the State of Missouri , 1978 , for <br /> A period of . not more than 12 years after the property has been placed <br /> in service and at such a rate and manner as provided in the agreement <br /> between the City and the developer . <br />
