t g 1 INTRODUCED BY COUNCILMEMBER ADAMS BILL NO. 7659 ORDINANCE NO. 5455 AN ORDINANCE RATIFYING AND CONFIRMING THAT THE TRINITY DELMAR REDEVELOPMENT AREA IS A BLIGHTED AREA; APPROVING THE DEVELOP- MENT PLAN SUBMITTED ON BEHALF OF RENAISSANCE I REDEVELOPMENT CORPORATION; FINDING THAT SUCH DEVELOPMENT PLAN CONFORMS TO THE COMPREHENSIVE PLAN OF THE CITY; AUTHORIZING THE LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY OF THE CITY OF UNIVERSITY CITY TO ENTER INTO A REDEVELOPMENT CONTRACT WITH RENAISSANCE I REDEVELOP- MENT CORPORATION; PROVIDING FOR TAX ABATEMENT IN ACCORDANCE WITH CHAPTER 353, REVISED STATUTES OF MISSOURI, 1978 , AS AMENDED; INCORPORATING BY REFERENCE CHAPTER 353 REVISED STATUTES OF MISSOURI 1978, AS AMENDED; AND CONTAINING AN EMERGENCY CLAUSE. s` WHEREAS, Starblock Development, Inc. , on behalf of Renaissance I Redevelopment Corporation, a Missouri corporation, and Renaissance I, a Missouri limited partnership (collectively, the "Developer") , did on October 4 1984, duly ubmit a proposed plan of development (the "Development Plant')to the City Plan Commission for the develo�,ment of the real estate described in Exhibit A attached hereto and known as the Trinity 4 Delmar Redevelopment Area (the "Project Area") . WHEREAS, thereafter the City Plan Commission did make an independent study and investigation of the Development Plan and thereafter on October 10 , 1984, did adopt a resolution approving the Development Plan, which resolution was duly trans- mitted to the Mayor and the City Council on October 17 1984, and; WHEREAS, the City Plan Commission determined that the Development Plan is in the public interest and serves a public purpose; WHEREAS, the City Council by Ordinance No. 5419, declared the Project Area to be blighted in the manner described in Chapter 353 of the Revised Statutes of Missouri, 1978, as amended; WHEREAS, the City Council advertised in a newspaper of general circulation in the City of University City that a public hearing would be held by the City Council on the Redevelopment Plan and said public hearing was held at the time and place designated in said notice and all those interested in being heard were given a reasonable opportunity to express their views; NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY AS FOLLOWS:
