Section 4. That notice of the election shall be given by the Board of Election Commissioners of St. Louis County, Missouri, by causing legal notice thereof to be given and published in the manner required by applicable law, and particularly by the Comprehensive Election Act of 1977, (Chapter 115, Revised Statutes of Missouri, as amended). The legal notice of the election so caused to be published shall include the date and time of the election, the name of the officer or agency calling the election, a sample ballot, and, in the case of the final notice published in accordance with Section 115.131, Revised Statutes of Missouri, the location of the polling places as designated by the Board of Election Commissioners of St. Louis County, Missouri. In } addition to causing notice of the election to be published, the Board of Elec- tion Commissioners of St. Louis County, Missouri, shall, not later than the fifth day prior to the election, mail to each registered voter in the City of University City, a notice of election as provided in Section 115.129, Revised Statutes of Missouri. Except as otherwise provided by the Comprehensive Election Act of 1977 (Chapter 115, Revised Statutes of Missouri, as amended) no person shall be allowed to vote whose name does not appear in the proper precinct register for the polling place in question without the express sanction of the St. Louis County Board of Election Commissioners, and, in order to vote in said election a person must be registered no later than 5:00 P.M. on the fourth Wednesday prior to the election. Section 5. That the ballot to be used at the election shall be in substantially the following form, with such changes therein as shall be required by or appropriate for use in an electronic voting system: OFFICIAL BALLOT ELECTION CITY OF UNIVERSITY CITY, MISSOURI TUESDAY, APRIL 2, 1985 INSTRUCTIONS TO VOTERS: Vote on each Proposition separately. To vote in favor of any proposition submitted upon this ballot, place an (X) in the square opposite the word "YES" . To vote against any proposition submitted on this ballot place an (X) in the square opposite the word "NO" . PROPOSITION NO. 1 Shall the City of University City be allowed to raise YES ( ) the ambulance fees, assessed and billed from and after May 6, 1985, from -$45.00 to -$80.00 for each use? NO ( ) 2
